That one member be elected from each of nine districts . There would be no councilmen elected "at large" . 3. That terms of office of councilmen be four years . 4. That the, four year terms be staggered and set up 'on the same basis as that which the Con-Con set up for the -Hawaii Senate in 1978 . 5. That the nine districts be reapportioned following the 1980 census ,. and every eighth year thereafter shall be reapportionment years . 6. That there be interim appointments when a councilman .is unable to carry out his duties as a representative to the council. 7. That there be a balanced budget. . 8. That the Property Tax on any piece of property must not exceed - 1% ' of its assessed value , with its assessed value not to increase more than 2% per year ex cept that when the property is sold the .assessedvalue goes to fair market value. 9. That a provision for "Sunset"laws be incorporated into the county charter. 10. That all agency and. department head appointments and removals be ratified by the county council. • • • • COM^ : NE
