The department of,personnel services shall come underthe eneral supervision and control of the mayor. Also, Sections 7-2.7', 7-3.5, and Section 8-5. Question: Should these sections on administrative supervision be clarified, • at least in the minutes of .the Review Commission's proceedings? , ARTICLE XV CHARTER AMENDMENT. OR REVISION, Section 15-1.. Initiation of Amendments or Revisions. Amendments or revisions of this charter may be initiated only in the following manner: ' .(a) By ordinance of the council adopted after three readings on separate days-and passed by the affirmative vote of two-thirds of the entire membership. Question: Should public hearing(s) be- mandatory before final adoption of the • . • ordinance? ARTICLE III LEGISLATIVE BRANCH — COUNTY COUNCIL • • . • Section 3-2. Composition and Terms. ' . Proposal: There shall be a county council composed of .nine•members, • . four of whom shall be elected at large and five elected by districts in the• following.manner: one by the voters of the First State.• - Representative District, two by the voters of the Second State-. Representative District, one by the .voters of the Third State Representative District, .and one by the voters of the Fourth State • Representative District. Council members elected at-large shall serve for staggereO. Tour-year terms beginning with. the 1980 General . . Election. Council members elected in the respective State Representative Districts shall serve for two-year' terms. ... Advantages of "The Combination Plan": . 1: Pure or direct. district representation is established, while at-large representation is retained. 2. 'The council districts, coincide with the State Representative districts. Thus, our' county government is relieved of the task and the expense '. of reapportioning the districts affected by population changes and shifts. 3.
