~. CHARTER REVIEW - Councilman Muneo Saheshima
1. Initiative & Referendum - Remove present restriction to
give the people the right to change budget, expenditure & taxes.
The people are the employers.
2. Charter to provide satellite County office for West Hawaii, namely
Kona. People of South Kohala & North Kohala can fully utilize its
services rather than travel the dangerous Mud Lane stretch from
Honokaa„ thru Wainaku.
3. Use the present elective system for County councilmen but restrict
to 2 terms and no more than 8 years. All councilmen, including
chairman, to attend all committee meetings.
4. Provide for consolidation of:
a. Public Works - Parks & Recreation - Dept. of Water Supply
b. Planning - Research & Development.
The reason for this is because there are too much chiefs and not
enough Indians.
5. Eliminate Mayor system of government.
The reason for this is because there is too much overhead.
6. Provide for County Council to hire City or County Manager.
The reason - manager to be more responsive to people & County Council.
7. Recall:
a. To remove ineffective. or corrupted politicians
b. Remove any able-bodied councilman who does not attend four
consecutive official business meetings, including committee meetings,
budget review, etc.
8. Provide chairman of Council to attend at least one committee meeting
per week.
9. Provide legal counsel for County Council. '
