Hawaii Committee. This is because,un.til the meeting of May 22, the Committtee had not considered the question of sattelite services to outlying areas from Hilo a Charter problem. However, that meeting certainly raised the question in anurgent mann.er.So• mtch so, that a reexam- ination of theproblem suggests that a Charter. revision would be in order. The West Hawaii Committee has not had a chance to discuss this or adopt a policy, so this is strictly a personal view. It is my suggestion that Article IV, EXECUTIVE BRANCH, GENERAL PROVISIONS be amended by the addtion of Section 4-5 as follows : Section 4-5 Availabilty of Services All County services under the ExecutiveBranch shall be available to all County Residents from service offices so located that no resident is outside of a 50 mile radius from one ormore offices off erring such services. Nothing herein shall prevent the executive administration from establishing more convenient service offices than the above. minimum. Note that the above does not limit such centers to face to face operations, but is broad enough to permit,as necessary) telephone contact to the central office for authorization purposes, or for consultation with Department Heads, etc, as necessary© In the future this might be best accomplished as to negotiatory matters,etc,by closed circuit TV. It is interesting to me that this problem should surface at such a late date in the Charter Review process, but I have no doubt that it is a genuine one, not only in Kona but in many other parts of the County.
