Dear Chairman Sakata: •
Hawaii Leeward Planning, at its Executive Committee
Meeting May 25th, took stands on two. issues relating
to the County Charter. We are strongly opposed to the
formation of a separate county in west Hawaii . The for-
mation of such a county .would be financial disaster for
both east and west Hawaii and would not promote orderly
planning.
Secondly, we strongly favor election of our councilmen
by district and not by at large and suggest that registered
voter count is the most logical population figure to use
for apportionment. The number of registered voters is
always current and reapportionment can be done at any
• , time using these figures- and need not be delayed for a
U. S. consensus. I hope you will look favorably upon our •
suggestions .
