Of Hawaii 25 Aupuni St. Hilo, Hawaii 96720 Gentlemen: • Re: Charter Amendments Your indulgence is requestedin considering my belated suggestions to Charter Amendments and more specifically, pertaining to the election of Councilmen. I suggest that five Councilmen be elected from four districts, follow- ing the same division of districts followed the State House of Representa- tives. I also suggest that four.:Councilman be elected "At Large" but with the "At Large" districts -divided into East and West Hawaii based on the popula- tion; as equally as possible. These two Councilmen from their respective East or West district would be elected by their respective constituents. In this way, you would eliminate 'a dominance of Council representation by the more populace districts as well as to provide better representation to the people. Furthermore, I suggest a two year term for a district councilman and a four year term for. an "At Large" Councilman. First of all, this would provide some form of continuity for four years and still allow for "new blood" imput from two year district Councilmen. Secondly, the cost of running for the "At Large" position will be at least twice the district position and doubly time consuming to campaign as well as to properly represent his constituents. If there is no incentive to assure an "At Large" candidate at least a four year term, very few people will consider running "At Large" and prefer the district position. Moreover, you will probably attract only the rich or ambitious candidates who have other aspirations to seek the "At Large" Office. I realize this may be a_.little late in submission, but feel I would be remiss by not submitting this position at this time. Thank you for your time and your serious consideration of this proposal.
