The Kona League of Republican Women strongly protests the
recent action of the County Charter Commission which would give
Hilo a 4 member majority on a 7 member council , i eduging Kona and
South Kohala to only 1 council member, as well as delaying until
1983 the reapportionment based on the 1980 census although the
federal law mandates making this reapportionment by April 1 , 1981 .
Further, the Commission proposes to have a special election in
November 1979 at a cost of at least $100, 000 to ,approve this proposal.
The Kona League of Republican Women believes that this is
a patently unfair decision, involving great expense to the taxpayers.
If the plan to have a 9 member council is not to be implemented ,
then we urge that no election be held and no change at all in the
make up of the Hawaii County Council be made until the mandated
reapportionment by April 1 , 1981 .
