OBJECTIVES
To develop a'understandable audio and
visual approach for the proposed Charter
Ammendments, and to develop a dissemination
program that will reach the voting population
of the County of Hawaii.

ECONOMICS
A. Audio Visual - 12 minute production
utilizing 1 slide projector and a
playback cassette recorder. $2000.00
B. Brochure - contents would be
proposed ammendments with graphics
and ballot. Language translations
may be considered here. $1000.00
C. Newspaper supplements - Contents
would be proposed amendments, graphics
and ballot. Provisions to translate into
languages will be made. $3000.00
D. Charts - Some of the visual
developments for the above will be
enlarged for use at meetings,
public display at County Fair and
other pertinent locations. $500..00
E. The above economics does not reflect
printing costs and publication costs.
F. If the total economics for this proposal
are not within your budgetary constraints,
the newspaper and printing industries
pay a 15% commission to recognized
advertising agencies, if the agency
makes the placement. This could subsi-
dize the further development of this
proposal.

CONCLUSION
I would like to commend all of the
County of Hawaii' s Charter review
Commissioners for your efforts to
assure the voters of Hawaii County
of their rights.
The importance of the many months of
work that you have accomplished is now
culminating to its most important
task and that task is to properly
educate the voters of Hawaii County.
The Charter and it' s proposed ammends
will affect the lives of the people
of Hawaii County for many years.
It is important, I believe, to inform
the people of this Island in a consis-
tent and understandable manner.
