October 19,1979 <br /> Mr. Richard Ishida <br /> Member, County Charter Review Commisssion <br /> Dear Mr. Ishida: <br /> It appears that the Commission may be considering a change in <br /> the November 3rd election date, due to a possible strike by <br /> the United Public Workers Union. <br /> To permit a union to dictate the date of an election is cert- <br /> ainly not proper. The election concerns union members as well <br /> as non-union persons. Again, impartiality is the key.
