Dear Mr. Ishida:
It appears that the Commission may be considering a change in
the November 3rd election date, due to a possible strike by
the United Public Workers Union.
To permit a union to dictate the date of an election is cert-
ainly not proper. The election concerns union members as well
as non-union persons. Again, impartiality is the key. The
union could much more easily change the date of a strike than
all the paperwork and the accompanying changes necessary to
alter the election date.
