The eleventh session of the Hawaii County Charter Commission
was called to order at 3 :45 p.m. in the Hawaii County Councilroom,
Hawaii County Building, Hilo, Hawaii , by Mr. Kimiaki Sakata,
Chairman.
The roll recorded the following:
Present: Mr. Richard Ishida
Mrs. Amy Iwamoto
Mr. Kimiaki Sakata
Mr. Herman Sensano
Mr. Joseph Trulson
Mr. Basilio Yagong
Absent Mr. Harlan Cadinha
and Mrs. Gloria Kobayashi
Excused : Mr. Akira Omonaka
Mr. Spencer Kalani Schutte
Mr. Matsuo Yanaga
Also Attorney Stuart Oda
Present : Recording Secretary Joan Carnett
RULES OF Mr. Trulson made the motion to suspend the rules
PROCEDURE: of procedure to hear testimony from the United
Public Workers. Seconded by Mr. Yagong and unan-
imously carried.
UNITED The Chair introduced Mr. Jack Konno of the United
PUBLIC Public Workers.
WORKERS:
MR. KONNO: Mr. Chairman and members of the County
Charter Commission. My name is Jack Konno. I am the
Division Director of the United Public Workers.
We are very appreciative of the fact that this
honored body has given the public sector, unions, an opportunity
to appear and testify.
We were scheduled to present our testimony today
but , unfortunately, we are still not quite ready to represent our
union ' s position and would like to ask this body for another extension
of two weeks at which time we hope to make known our union ' s position.
The date, Mr. Chairman, I believe would be around the 10th of April at
which time we would like to be rescheduled to appear before this
commission.
The Chair called for the acceptance of April 10 as
meeting date for the United Public Workers ' presentation.
The motion to accept was made by
Mr. Trulson, seconded by
Mrs. Iwamoto and unanimously
carried.
APPROVAL The Chair called for the approval of minutes dated
OF MINUTES: March 13, 1979.
Mr. Trulson made the motion to
approve the minutes. Seconded by
Mr. Yagong and unanimously carried.
CALENDAR The following omission was noted for the Revised
OMISSION: Calendar, Agenda and Target Dates:
August 25 . . .Election Proclamation published
in Newspaper. (HRS 11-91 )
COMMUNI- The following communications were considered:
CATIONS:
Comm. 35 : Letter from Stephen K. Yamashiro, Chairman, County
Council, dated March 12, 1979 acknowledging re-
ceipt of Commission ' s request for approval of
hiring Stuart Oda, Attorney, as legal counsel.
Comm. 36: Letter from Ruth Tabrah, Chairman, Hawaii County
Committee, Democratic Party of Hawaii , dated March
14, 1979 regarding Charter revision of Section 13-4(f) .
In response to Ms. Tabrah' s letter she
was contacted and is scheduled to speak
before the Commission at the publichearing
in Waimea on May 15 .
Mr. Trulson moved that Communications 35
and 36 be received and filed. Seconded
by Mrs. Iwamoto and unanimously carried.
ADJOURNMENT: There being no further business , the meeting was
adjourned at 3 :54 p.m. until Tuesday, April 3, 1979
at 3: 30 p.m. , Hawaii County Councilroom.
