discussion of the following articles of the Hawai`i County Charter (2016 Edition):
1. Article I — Incorporation and Geographical Limits
2. Article II — Powers of the County
3. Article III —Legislative Branch
4. Article IV — Executive Branch, General Provisions
5. Article V -- Executive Branch, Mayor and Staff Agencies
