Suggestion 1: Change the term for County Council members from 2 year terms to 4 year staggered terms. Reasoning: I have heard elected officials complain that just as they learn the ropes of the job, they then have to focus on their reelection campaign. 4 year terms would give them more time to focus on their constituents before they need to focus on their reelection campaign. If they are reelected, they then can focus solely on helping their constituents (8 year term limit). Staggered terms would help provide stability to the council and allow new incoming council members the opportunity to learn from their seniors. Suggestion 2: Broaden substantially what land bought with PONC funds can be used for. Reasoning: It is too restrictive. It is ludicrous that the Kawa bridge in Kau between Naalehu and Pahala was delayed for all these years because the state had to first condemn the portion of the land needed for the project because it wasn't allowed under the rules currently in place.
