HomeMy WebLinkAbout2018-07-05 Hearing Transcript - Cellco Partnership dba Verizon Wireless USE 17-074WINDWARD PLANNING COMMISSION COUNTY OF HAWAII HEARING TRANSCRIPT JULY 5, 2018 A regularly advertised hearing on the consideration and adoption of proposed Findings of Fact, Conclusions of Law and Decision and Order for CELLCO PARTNERSHIP DBA VERIZON WIRELESS (USE 17-074) was called to order at 9:56 a.m. in the County of Hawaii Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii with Chairman Joseph Clarkson presiding. COMMISSIONERS PRESENT: Gilbert Aguinaldo, Joseph Clarkson, Donn Dela Cruz, Donald Ikeda, Thomas Raffipiy, John Replogle. ALSO PRESENT: Michael Yee (Planning Director), Malia Ho Hall (Deputy Corporation Counsel for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), Maija Jackson (Planner), Christian Kay (Planner), Shancy Watanabe (Planner), and Sarah Hata-Finley (Commission Secretary). And no one from the public in attendance. APPLICANT: CELLCO PARTNERSHIP DBA VERIZON WIRELESS (USE 17-000074) Consideration and Adoption of Proposed Findings of Fact, Conclusions of Law and Decision and Order of the Commission for denial of a Use Permit to allow the construction of a new, non - manned telecommunication facility, consisting of a 155 -foot tall steel monopine tower, retaining wall, 6 -foot tall fencing and related facilities within a 1,050 -square foot lease area on a 33,106 - square foot parcel, situated in the County's Agricultural 1 -acre (A -la) zoning district. The subject property is located at 15-1463 21st Avenue, approximately 1,700 feet north of the Kaloli Drive — 21st Avenue intersection, Hawaiian Paradise Park, Kea`au, Puna, Hawaii, TMK: (3) 1-5-038:013. CLARKSON: The remaining item on the agenda is some unfinished business. At our last meeting, we heard an application for a by Cellco Partnership. Some of the Commissioners were not here, that are present today were not here. I just wanted to make sure that any Commissioner who was not present last month has taken the opportunity to read the record and review the notes on the issue. DELA CRUZ: Yes, I have read everything. REPLOGLE: So, have I. CLARKSON: Thank you. Has everybody read the proposed Findings of Fact, Conclusions of Law, Decision & Order? Are there any discussions on this matter that --or changes anyone 10V1111.11 11 would like to make? If so, this would be the time to bring it up. If not, the Chair would like a motion for action on this unfinished business. IKEDA: Mr. Chairman, I move to adopt the proposed Findings of Fact, Conclusions of Law, and Decision & Order. RAFFIPIY: Second. CLARKSON: It's been moved by Commissioner Ikeda and seconded by Commissioner Raffipiy to approve the proposed Findings of Fact, Conclusions of Law, and Decision & Order. If there is no further discussion on this motion, we can go to a vote. WATANABE: Yes, Chair. Commissioner Ikeda? IKEDA: Aye. WATANABE: Commissioner Raffipiy? RAFFIPIY: Aye.
