Members Present: (Chair) Susan Shirachi, , Laura Tabosa, Sabine (Sam) Nagasawa, and Pamela Punihaole, Norita DeLima, Linda Gonzales Members Excused: (Vice Chair) Joshua Pratt Members Absent: None Guests Present: Chris Cholas, Alisa Mitchener, Julie Rawlins County Staff Present: Malia Hall, Deputy Corporation Council Topic/Agenda Discussion Action Item Review/Approve Members reviewed the March 14, 2018 meeting Committee Member Tabosa Minutes minutes. made a motion to approve the minutes; Committee Member DeLima seconded. Motion to approve minutes carried unanimously. Budget Report The budget report was submitted by Dr. Kimo Committee member Tabosa Alameda and read by Chair Shirachi. Public Chair Shirachi informed the Committee that all Testimony on testimony shall be relevant to the meeting Agenda Items agenda's specific items. An Area Agency on Aging New Business I Meeting with Mayor Kim Chair Shirachi, informed the Committee about the meeting with Mayor Kim at 3:00 pm today. She also mentioned that the meeting is a "meet and greet" and not to talk about politics. Report of the County of Hawaii Equal Opportunity and ADA Officer Julie Rawlins Ms. Julie Rawlins presented her slide show presentation to the Committee. (See attachment) Report of the County of Hawaii Office of Aging Director Kimo Alameda and the update on the County's Website Chair Shirachi read the report from Hawaii County Office of Aging Director, Kimo Alameda. The report mentioned how the Office of Aging serves the people with disabilities for the month of March. The Office processed over 300 disability parking placards and received 798 calls inquiring about services. Report of the County of Hawaii Parks & Recreation Specialist II Alisa Mitchener Ms. Alisa Mitchener presented her report. (See attachment) Nomination and Election of New Secretary. Chair Shirachi mentioned that Monica Haro-Bade Motion to wait on election of submitted her resignation to the Mayor and election of Committee Secretary wanted to make a motion to table this item. She made by Committee Chair, felt that because of the changes being made to the Seconded by Committee bylaws, that it would be best to wait on electing a Member Tabosa. Formation of Remaining Sub Committees and Election of Sub -Committee Chair: Hawaii County Parks and Recreation Specialist Ms. Alisa Mitchener mentioned that Parks and Recreation works closely with Civil Defense during disasters. Emergency Preparation may fall under the Parks and Rec Sub -Committee. Committee Member Nagasawa followed by Tage 2 of 2 Hawai 'i County is an equal opportunity provider and employer. An Area Agency on Aging saying, that because Parks and Recreation already works close with Civil Defense there may be duplicating reports. She also stressed that since there are a lot of other Agencies that are already covering that, maybe we should look at other topics that are equally important that are not being covered. Report on the Committee's Sub -Committee's LCommunication and Outreach - Committee Member Punihaole reported that Hawaii County EEO and ADA Officer Julie Rawlins really helped her out by providing the information that she was looking for. Committee member Punihaole informed the Committee that she has reached out to people who she knows that are disabled or who has a family member that is disabled. She felt that she could reach out to a broader community. She also inquired if there are any brochures or literature that she could hand out Committee member DeLima mentioned that when she was Chair of a Commission for the Handicapped -on Maui, she invited the Department heads to attend meetings and do a presentation. Chair Shirachi, replied that her intention of the agenda was to have a guest speaker from the County attend the Committee meetings until September. That way, people from the public can attend and voice their concern relating to people with disabilities and to educate the rest of the Committee. Deputy Corporation Council, Malia Hall suggested that the Fact Sheet would be good to hand out to the public. The fact sheet explains what the Committee is about and who the members are. Committee member Nagasawa said that would be a good way to get others to come to the meetings. Chair Shirachi announced that since there is a budget for the Committee, starting next month we would be putting an ad in the West Hawaii Today newspaper for the upcoming meetings. An Area Agency on Aging Committee member Punihaole asked if there are any limitations from the Committee on who I can reach out to? Deputy Corporation Council Malia Hall replied there aren't any specific expectations on who you can reach out to. The Sunshine Law only applies to the Committee and not the public. 2.Parking Enforcement Committee member Punihaole mentioned that she went in to the HPD Office and was told when asked about enforcement of the disability placard that it "was to the digression of the officer" and that they are not required to ask for the blue ID card. 3.Transporatation Committee member Tabosa said both her and Motion for the Committee to Joshua will be attending a public meeting that write a letter to the Mass Transit Mass Transit is having in Kona and in Hilo. Chair Shirachi said that she will contact Mr. Hans Santiago who is the Executive Assistant to Mayor Kim and ask if he could speak on the housing for homeless issue. Status of the Chair Shirachi mentioned that Committee Revision to the members Shirachi, Tabosa and Nagasawa have Committee's been working on redrafting the Bylaws. She also By -Laws mentioned that anyone of the Committee members can make recommendations to the Bylaws as well if they wish to do so.
