HomeMy WebLinkAbout2018-07-20 Police Commission Regular MinutesHAWAII POLICE COMMISSION REGULAR SESSION MINUTES JULY 20, 2018 WEST HAWAII CIVIC CENTER 74-5044 ANE KEOHOKALOLE HWY, KAILUA-KONA, HI CALL TO ORDER Chair Hendricks called the meeting to order at 9:52 a.m. ROLL CALL Present: Peter Hendricks, Chair Wayne De Luz, Vice Chair Carl Carlson, Commissioner Jack Hu, Commissioner Paul Paiva, Commissioner Colleen Pasco, Commissioner Absent: Arthur Buckman, Commissioner A quorum was present. Also present: Paul Ferreira, Police Chief Kenneth Bugado, Deputy Chief Marshall Kanehailua, Assistant Chief Mitchell Kanehailua, Assistant Chief James O'Connor, Assistant Chief Burt Shimabukuro, Captain Malia Hall, Deputy Corporation Counsel Josie Pelayo, Secretary APPROVAL OF AGENDA Commissioner Paiva motioned to approve the agenda. Vice Chair De Luz seconded, and it carried unanimously. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS (None.) APPROVAL OF MINUTES June 8, 2018, regular and executive sessions: Commissioner Paiva motioned to approve the minutes. Commissioner Carlson seconded, and it carried unanimously. UNFINISHED BUSINESS Review amendments to the Police Commission's Rules and Regulations. A public hearing preceded this meeting. The commission could approve the amended rules at this time: Commissioner Paiva motioned to approve the amendments reviewed and agreed upon at the public hearing. Commissioner Carlson seconded, and it carried unanimously. Hawaii Police Commission Regular Session Minutes July 20, 2018 Page 2 CHAIR'S REPORT ON OTHER COMMISSION ACTIVITIES AND INTERESTS (None.) POLICE CHIEF'S REPORT ON DEPARTMENT ACTIVITIES • Crime Report: Assistant Chief Mitchell Kanehailua reported that up through June 30, they had 8,030 serious crimes. Of these, the Criminal Investigation Units investigated 1,458 cases. There were no crime trends. They have had reports of looting in Puna. Many were unconfirmed and based on third party information. Some of the complaints are about homes in restricted areas. If an officer can conduct an investigation, they will do it. They have heard of looting in the Pohoiki area. They have photos of people in the Pohoiki area, but they don't know how people are getting in. They will be looking at enforcement options. • Traffic Report: Assistant Chief O'Connor reported having 18 DUI fatalities this year. For the month of June, 4,661 citations were issued: Moving/regulatory 3,337, seat belt 306, child restraint 9, and speeding 1,009. They have had 18 DUI fatalities this year. • Personnel Report: Assistant Chief Marshall Kanehailua reported that as of this day, they have 41 sworn vacancies; 20 will be filled by the graduating recruit class. The 87th recruit class started with 22; they are down to 14. The 87th recruit class started with 9; they are down to 6. A new recruitment has started. The written test was done, the agility test will be in August, and background check will follow. They are looking at starting the class in October. They have vacancies for sergeants, lieutenants, and captains. Their priority is putting officers in the field. They have 10 vacancies for detectives. In fiscal year 2017-18, 67 officers left the department. They have 8 dispatch vacancies; interviews are next week. They are trying to bridge the gap by having previous training at the community college. They continue to have school crossing guard vacancies. They just hired a new IT person who transferred from County IT. • Finance Report: Assistant Chief Marshall Kanehailua reported that Salaries & Wages are at 99.97% with the payroll lag which goes into the next fiscal year. The budget was approved. They did a full transition to the Glock except for individuals on leave. Records Management is having mass training. • Commendations of Sworn and Civilian Employees: Chief Ferreira reported receiving 8 commendations involving 32 personnel since the last meeting. Regarding personnel, Chief Ferreira reported that promotions are being staggered so they do not have a void at the bottom. They did get approval for additional sergeants in Honoka`a. • Other Department Activities: Deputy Chief Bugado reported on the tragic loss of Officer Bronson Kaliloa. He gave a biography of Officer Kaliloa and highlighted his Hawaii Police Commission Regular Session Minutes July 20, 2018 Page 3 many achievements. Chief Ferreira reported that other agencies are assisting with the search of the suspect Justin Waiki. Funeral arrangements are being finalized. Vice Chair De Luz pointed out that auto accidents have been high. Chief Ferreira stated that they had 3 fatalities in a 24-hour period and another one involving a bicycle. Vice Chair De Luz stated that he was contacted by a company about vehicle tracking technology. He will forward the information to the Chief. Chief Ferreira reported on the upcoming funeral services for recently retired Assistant Chief Henry Tavares. EXECUTIVE SESSION (Closed to the public.) Commissioner Hu motioned to meet in executive session to consider charges against officers or employees of the Hawaii Police Department and to work on the semi-annual evaluation of the police chief where matters affecting privacy will be involved, to consider sensitive matters relating to public safety, and may consult with Corporation Counsel on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawaii County Charter Section 13-20 (b). Commissioner Carlson seconded, and it carried unanimously. Closed session convened at 10:38 a.m. Open session reconvened at 11:05 a.m. ANNOUNCEMENTS Chair Hendricks announced that the Police Commission's next monthly meeting is scheduled for August 24, 2018, at 9:00 a.m. in the Aupuni Center Conference Room, 101 Pauahi St., Hilo, Hawaii.
