REGULAR MEETING MINUTES

CALL TO ORDER
Chairperson Jones called the meeting to order at 9:09 a.m.

APPROVAL OF MINUTES
A correction to the agenda was noted. “May 14 meeting” should read “June 14”
meeting.
Commissioner Birch motioned to approve the minutes of the April 26 meeting and
postpone approval of the May 24 and June 14 meeting minutes since drafts had not yet
been prepared. Commissioner Allen seconded.
Motion approved by voice vote – 8 ayes, 1 absent
ADOPTION OF AD-HOC SUBCOMMITTEES TO REVIEW EXPENDITURES OF
CERTAIN AREAS IN COUNTY GOVERNMENT – COMMISSIONER ASSIGNMENTS
Vice Chairperson Hopkins motioned to accept and adopt the following ad-hoc
subcommittee assignments by selected expenditure categories from the comparative
statement section of the proposed County operating budget for next fiscal year:

Motion approved by voice vote – 8 ayes, 1 absent
DEFINING SCOPE OF WORK FOR AD-HOC SUBCOMMITTEES ADOPTED
Chairperson Jones stated that she spoke with Council Member Lee Loy. Ms. Lee Loy
expressed “lots of energy” for what the Commission is doing. She specifically indicated
interest in exploring possible areas of cost-savings and revenue increase such as fees
on parks, the animal control contract with the Humane Society, golf course fees, zoo
fees, maintenance and a possible lava viewing area modeled after fee collection at
Hanauma Bay on O‘ahu.
Commissioners commented on other areas of interest such as consolidating equipment
usage among departments, mass transit buses, vehicle repairs, sewer fund, solid waste
and landfill fee usage.
The Commission generally agreed that the overall message to County departments
would be one of proactivity, cooperation with departments, realistic assessment of
expenses and possible ways to increase revenue not only cost-trimming.
Commissioner Allen motioned and Vice Chairperson Hopkins seconded to define the
scope of all the ad-hoc subcommittees adopted at this meeting by the following:
Each subcommittee and its members will independently identify and research
areas within the expenditure categories that have cost-saving and/or revenue
enhancing potential. Each subcommittee will receive input from departments on
how to address the areas identified to explore if the possibilities suggested are
workable. Subcommittee members will report findings to the overall Commission.
Motion approved by voice vote – 8 ayes, 1 absent
