PUNA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE
NOTICE IS HEREBY GIVEN of the following matters to be considered by the Puna Action
Committee in accordance with the provisions of Section 92-7, Hawai'i Revised Statutes.

APPROVAL OF THE MINUTES: The Action Committee (AC) will consider the draft minutes of the
August 13, 2018 meeting. �
PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items
on the agenda. To be recognized, please fill out a yellow request form and submit it to Plannin
Department Staff or the Action Committee Chairperson prior to the Public Comment portion co
the meeting. Comments should be limited to three (3) minutes in length per agenda item,
subject to the discretion of the Chair of the Community Development Plan (CDP) Action
Committee.
BUSINESS:
1. Update on the IGlauea Eruption Recovery Efforts: Planning Department Staff will
provide an update on recovery efforts and current County capacity as it relates to
ongoing recovery planning.
2. Increase Awareness of and Participation in Puna CDP Action Committees Meetings: AC
Member Brent Norris will share ideas for promoting AC meetings and related efforts. The
Action Committee will brainstorm and discuss alternative platforms and means of
community outreach.

3. Opportunities to Advance Mixed-use Agricultural Development as it's related to the
Puna CDP: AC Member Brent Norris will engage the Action Committee in a discussion
regarding the possible formation of an investigatory sub -committee that would explore
economic opportunities in producing agricultural hemp, specifically as it relates to the
vision and implementation of the Puna CDP.
4. Election of Chair and Vice Chair: The Action Committee will nominate and elect a new
Chair and Vice -Chair to serve for the remainder of 2018 and during the 2019 calendar
year.

AGENDA FOR NEXT MEETING: Agenda item suggestions from the Action Committee and
Planning Staff for the November 13, 2018 AC meeting.
ADJOURNMENT

documents may also be requested from the Planning Department by calling (808) 961-8288 or
emailing puna@hawaiicounty.gov.
NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable
opportunity to be heard on the above items. According to the Operating Guidelines of the
Community Development Plan Action Committee, a person desiring to submit oral or written
testimony shall indicate her/his name and whether the testimony is her/his behalf or as a
representative of an organization or individual. Written testimony shall be submitted with an
original and nine copies prior to testifying. The Committee would appreciate timely submittal to
the Planning Department at least one week prior to the meeting date to allow for mailing and
thorough Committee review.
Anyone who requires an auxiliary aid or service, other reasonable modification, or language
interpretation to access this meeting please contact the Planning Department at (808) 961-8288
as soon as possible, but no later than five working days prior to the meeting date, to arrange for
accommodations. "Other reasonable modification" refers to communication methods or devices
for people with disabilities who are mentally and/or physically challenged.
If you are a lobbyist, you must register with the Hawaii County Clerk within five days of
becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawaii County Code). A lobbyist means,
"any individual engaged for pay or other consideration who spends more than five hours in any
month or $275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public officials."
(Article 15, Section 2-91.3(a)(6), Hawai'i County Code). Registration forms and expenditure
report documents are available at the Office of the County Clerk -Council, 25 Aupuni Street, Hilo,
Hawaii 96720.
