DATE: Tuesday, September 11, 2018 TIME: 6:00 pm PLACE: Kona Imin Center 76-5877 Old Government Rd, Holualoa, HI 96725 AGENDA CALL TO ORDER ROLL CALL ADDITIONS TO THE AGENDA: (Approval of Addendum and/or Supplemental Agenda (requires six votes, and must comply with Hawai'i Revised Statutes § 92-7(d)) ANNOUNCEMENTS: SO :01 WV S- d3S 8101 -r� 1. Administrative Matters. Staff will review administrative matters such as agenda setting;; and minutes finalizing as well as a slight change of approach to the public comment portion`-_ of meetings. PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items on the agenda. With discretion of the Chair of the CDP Action Committee, comments may be madez either during the public comment portion of the agenda or during the relevant business item, and: may be limited to three (3) minutes in length per agenda item. For our records, please fill out a _: r yellow request form and submit it to Planning Department Staff or the Action Committee —z{ Chairperson prior to the Public Comment portion of the meeting. APPROVAL OF THE MINUTES: The Action Committee will consider the draft minutes of the July 10, 2018 meeting. BUSINESS: 2. Communication No. 2018-24: Action Committee Recommendation Letter: Pursuant to a discussion at their July 10, 2018 meeting, the Action Committee will consider a CIP/priority recommendation letter drafted by Chair Young for the upcoming 2019-2020 fiscal year. www.hiplanninsdept.com Hawai7County isanEqual Opportunity Pr.n der and Employer planning@hawaiicountv.sov Action Committee members may amend and approve the letter during this discussion. Discussion may also include the creation of additional investigatory subcommittees as desired by the Action Committee. 3. Nominations of lands in North and South Kona for acquisition with Funds from the County's Public Access, Open Space and Natural Resources Preservation Fund [PONC]. The Action Committee will discuss the process of nominating lands for acquisition consideration by PONC prior to their February 28, 2019 deadline. Discussion may include parcel suggestions and could involve the creation of a PONC investigatory subcommittee. AGENDA FOR NEXT MEETING: Agenda item suggestions from the Action Committee and Planning Staff for the November 13, 2018 meeting. NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the meeting date to allow for mailing and thorough Committee review. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at (808) 961-8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawai'i County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." (Article 15, Section 2- 91.3(a)(6), Hawai'i County Code).
