Memorandum from Hawaii County Charter Commission Chair Douglass Shipman Adams, dated August 1, 2018, stating that they are seeking input from the Salary Commission as to how the County Charter affects their role and operations within the County, and any proposals they may have to amend the Charter. Requests this information be provided to them by September 26, 2018; and Memorandum from Salary Commission Chair Hugh Y. Ono, P. E., to Charter Commission Chair Douglass Shipman Adams, dated August 2, 2018, acknowledging receipt of his memo and request to provide information to the Charter Commission by September 26, 2018. Hawaii County Dept. of Human Resources 09/11/2018 12:47:37 PM Salary Commission Page 2 September 17, 2018 5) New Business (for discussion and appropriate action): • Election of Salary Commission Chair and Vice -Chair, Effective January 1, 2019. 6) Unfinished Business (for discussion and appropriate action) A) Review of existing compensation plan to include discussion and consideration on proposals for adjustments to future salaries of executives and elected officials. Discussion may include: o Briefing by Finance Director Deanna Sako and Real Property Tax Administrator Lisa Miura concerning the budget and real property taxes for FY2018-2019 (financial impacts due to the ongoing natural disasters, i.e. eruption/hurricane). o Discussion concerning the possible salary adjustments beginning July 1, 2018 (position titles, departments, current salaries, salaries of subordinates, suggested salary increase amounts, and current pay levels for comparable positions for other counties). (Postponed: June 21, 2018.) o Update concerning bargaining unit pay increases by Human Resources Director William V. Brilhante, Jr. (Reference memo dated April 18, 2018 to Salary Commission Chair Hugh Y. Ono, P. E., transmitting a chart of the collective bargaining pay increases for the period of July 1, 2017 -June 30, 2019 and July 1, 2017 -June 30, 2021 (BU01/BU12). This was presented to the Commissioners at its April 26, 2018 meeting.) o Discussion on future salary recommendations from a representative of the respective board or commission for those appointed positions that report to them: a. Mayor b. County Council c. Police Commission d. Fire Commission e. Merit Appeals Board f. Liquor Commission g. Corporation Counsel h. Prosecuting Attorney i. C) Opportunity for Commissioners to request items for placement on the next agenda. 7) Schedule Next Meeting Date 8) Adjournment Executive Session The Salary Commission anticipates convening one or more executive meetings regarding the above matters listed on the agenda, pursuant to HRS Sections 92-4 and 92-5(a)(4), for the purpose of consulting with the Board's attorney on questions and issues pertaining to the Board's powers, duties, privileges, immunities, and liabilities. A 2/3 vote pursuant to HRS Section 92-4 is necessary to hold an executive meeting. The meeting place is accessible to individuals with disabilities.
