DATE: TIME: PLACE: Monday, September 24, 2018 5:00 pm Lily Yoshimatsu Senior Center (Waimea Senior Center) 67-1199 Mamalahoa Hwy, Waimea, HI 96743 AGENDA CALL TO ORDER ROLL CALL ADDITIONS TO THE AGENDA: (Approval of Addendum and/or Supplemental Agenda (requires six votes, and must comply with Hawaii Revised Statutes § 92-7(d)) Gel rm-t -o a w tv ANNOUNCEMENTS: PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items on the agenda. With discretion of the Chair of the CDP Action Committee, comments may be maAe either during the public comment portion of the agenda or during the relevant business item, an may be limited to three (3) minutes in length per agenda item. For our records, please fill out a r yellow request form and submit it to Planning Department Staff or the Action Committee -v Chairperson prior to the Public Comment portion of the meeting. APPROVAL OF THE MINUTES: The Action Committee will consider the draft minutes of the July 2018 meeting. CO CO BUSINESS: 1. Communication No. 2018-10: Implementation Table / Monitoring Plan Discussion. At the last meeting, Action Committee members volunteered to review the CDP Monitoring Plan / Implementation Table to list future implementation actions in the district. The continued discussion may include sharing progress on current projects, understanding the applicability of and collecting ideas for future projects from the Monitoring Plan / www.hiplanninRdept.com Hawaii County is an Equal Opportunity Provider and Employer RI nnin, Qhawaiicounti.Rov Implementation Table, and the creation of additional investigatory subcommittees as desired by the Action Committee. 2. Communication No. 2018-12: Action Committee Recommendation Letter: Pursuant to a discussion at their July 23, 2018 meeting, the Action Committee will consider a priority recommendation letter drafted by Chair Kaneali'i for the upcoming year. Action Committee members may amend and approve the letter during this discussion. Discussion may also include the creation of additional investigatory subcommittees as desired by the Action Committee. 3. Communication No. 2018-07: CIP Budget Overview and Action Committee Recommendation Strategy Discussion. The Action Committee will discuss and plan for making recommendations for the County's Capital Improvement Program/Budget for the next (2019/2020) fiscal year. Discussion may include formation of a CIP Budget Subcommittee. 4. Nominations of lands in South Kohala for acquisition with Funds from the County's Public Access, Open Space and Natural Resources Preservation Fund [PONC]. The Action Committee will discuss the process of nominating lands for acquisition consideration by PONC prior to their February 28, 2019 deadline. Discussion may include parcel suggestions and could involve the creation of a PONC investigatory subcommittee. COMMITTEE CAPACITY BUILDING: 5. South Kohaia Land Use Background Presentation. Introduction to the connection between State land use and County zoning for the island with emphasis on South Kohala. AGENDA FOR NEXT MEETING: Agenda item suggestions from the Action Committee and Planning Staff for the November 26, 2018 meeting. NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the meeting date to allow for mailing and thorough Committee review. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at (808) 961-8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawaii County Code).
