SOUTH KOHALA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE
NOTICE IS HEREBY GIVEN of the following matters to be considered by the South Kohala Action
Committee in accordance with the provisions of Section 92-7, Hawai'i Revised Statutes.

ADDITIONS TO THE AGENDA: (Approval of Addendum and/or Supplemental Agenda (requires six votes,
and must comply with Hawai'i Revised Statutes § 92-7(d))
ANNOUNCEMENTS:
PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items
on the agenda. To be recognized, please fill out a yellow request form and submit it to Planning
Department Staff or the Action Committee Chairperson prior to the Public Comment portion of the
meeting. Comments should be limited to three (3) minutes in length per agenda item, subject to the
discretion of the Chair of the CDP Action Committee.
APPROVAL OF THE MINUTES: The Action Committee will consider the draft minutes of the June 4,
2018 meeting.
ACTION COMMITTEE CAPACITY BUILDING
1. GIS ArcReader Training: The AC will be introduced to the GIS ArcReader program and the
data available from the Planning Department that can be used with the program. The AC will
also be shown how to use some of the tools that ArcReader has to view and analyze data
layers.

BUSINESS:
2. Discussion of 2018/2019 AC Goal Setting Continued. (Communication Number 2018-
06.1) The Action Committee will discuss and determine actions plans or actions needed to
achieve the priority goals identified at the June 4, 2018 meeting. Discussion may include
forwarding the goals to the planning director and the formation of any needed
subcommittees. The 2018/2019 AC Goals include:
a. Potable Water in Kawaihae
b. Wastewater Treatment System in Puako
c. Waimea Historic District
d. Waikoloa Intersection
e. Emergency Shelters in District
3. CIP Budget Overview and Action Committee Recommendation Strategy Discussion.
(Communication No. 2018-07) The Action Committee will discuss and plan for making
recommendations for the County's Capital Improvement Program/Budget for the next
(2019/2020) fiscal year. Discussion may include formation of a CIP Budget Subcommittee.
AGENDA FOR NEXT MEETING: Agenda item suggestions from the Action Committee and Planning
Staff for the September 24, 2018 meeting.

NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable
opportunity to be heard on the above items. According to the Operating Guidelines of the
Community Development Plan Action Committee, a person desiring to submit oral or written
testimony shall indicate her/his name and whether the testimony is her/his behalf or as a
representative of an organization or individual. Written testimony shall be submitted with an
original and nine copies prior to testifying. The Committee would appreciate timely submittal to the
Planning Department at least one week prior to the meeting date to allow for mailing and thorough
Committee review.
Anyone who requires an auxiliary aid or service, other reasonable modification, or language
interpretation to access this meeting please contact the Planning Department at (808) 961-8288 as
soon as possible, but no later than five working days prior to the meeting date, to arrange for
accommodations. "Other reasonable modification" refers to communication methods or devices for
people with disabilities who are mentally and/or physically challenged.
If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a
lobbyist. (Article 15, Section 2-91.3(b), Hawaii County Code). A lobbyist means, "any individual
engaged for pay or other consideration who spends more than five hours in any month or $275 in
any six-month period for the purpose of attempting to influence legislative or administrative action
by communicating or urging others to communicate with public officials." (Article 15, Section 2-
91.3(a)(6), Hawaii County Code). Registration forms and expenditure report documents are
available at the Office of the County Clerk -Council, 25 Aupuni Street, Hilo, Hawai`i 96720.
