Kimo Alameda, Ph.D. Executive on Aging CALL TO ORDER: Meizhu Lui, Chair, called the meeting to order at 10:05 a.m. INTRODUCTIONS: Members Present: Meizhu Lui (Chair), Teana Kaho'ohanohano (Secretary), Lito Asuncion, Judy Bell, Frankie Stapleton, George Ito, Steve Ono, Earl Tanaka, Rowena Tiqui, Ruth Raza, Leonor Corpuz, Chalintorn Burian Legal Counsel Present: Malia Hall (Corporation Counsel) Guests Present: Patrick Toal, Alzheimer's Association HCOA Staff: C. Kimo Alameda, Clayton Honma, Luana Ancheta-Kauwe Excused Absences: Jim Cisler (COA member), Donna Payesko (COA member), and Ex -Officio: Neil Gyotoku (County Housing), Aaron Ueno (State DOH) and Laron Kageyama (State APS) 3. APPROVAL OF MINUTES OF THE DECEMBER 8, 2017 MEETING: Judy Bell moved to accept the minutes from the December 8, 2017 meeting; seconded by George Ito. The minutes approved unanimously. 4. COMMENTS FROM THE CHAIR: Meizhu Lui stated that because there was no quorum at the May 2018 meeting but seven of the committee members were there, we used the time to get updated on the situation in Puna due to the volcanic eruption, particularly how seniors were being protected. 5. STATEMENTS FROM THE PUBLIC: No statement from the public. (1) Hcnvaii County is an Equal Opportunio} Provider and Employer. NCY An Area Agency, on Aging Committee on Aging Minutes July 25, 2018 Page 2 6. EXECUTIVE REPORT AND UPDATES: C. Kimo Alameda and Staff a. Rowena Tiqui asked for any updates regarding the mini -houses being built in Puna. • Hope Services, in collaboration with County Housing, and Office of Aging has guaranteed 4 of the 20 units for seniors. 2 of those units are ADA accessible. Criteria for those units include the age requirement of 60+ years old. Clayton reported that the "Elder Abuse Shelter contract" was enacted using state funds for those homes. • There are currently 627 households looking for housing assistance. Current rate of service is 1 household per business day. 25% of those are "woofers," transient people who work in return for shelter. Funds are being requested from the Hawaii Community Foundation for staff to assist with housing needs. • 119 people have requested airlines tickets to move. • 77 households need counseling assistance. BISAC is providing assistance. • 317 households need financial assistance. Only 112 of these households qualify for FEMA assistance. FEMA offers $34k or 18 months rental assistance. They are also offering low interest loans to rebuild. Red Cross assistance is $125 per household. • Issues are arising from other "non -lava affected" households that are showing up for assistance/shelter. COA is creating a list of "vulnerable seniors," primarily from the Nanawale and Volcano Village areas. • Current shelter count: o Pahoa: 101 households; Target date to move out is 8/31 o Kea'au: 14 households; Target date to move out is 8/7 An Air Quality Task Force has been formed. 82 air quality kits are needed. Lots of kits have been donated from Home Depot and Catholic Charities. Other donations include: $20k from HMSA and $30k from LDS. b. Update on contracts: • Transportation has been identified as the #1 issue for seniors. Rep. Mark Nakashima got $100k from the state for Kupuna Care transportation for District 1. Drivers can transport clients with assistive devices door to door. RSVP drivers are being used. This service will begin Jan. 2019. • There is a $42,000 contract out to bid to provide yard service and house cleaning for eligible seniors. • Extended shelter abuse contract continues for 1 more year. • A new contract under review is a Respite program with Skilled nursing facilities. Committee on Aging Minutes July 25, 2018 Page 3 7. GOAL #4 OF THE AREA PLAN: AGE IN PLACE Clayton Honma reported on the following: 1. Case Management: • Hawaii County is the only county with case management contracted out and NOT provided directly by ADRC staff. Service costs approximately $600K/year; • ADRC staff are currently reviewing the hiring in-house to see if there is a costs savings. Their recommendation will then be brought to Kimo. • Unduplicated costs of 400 seniors per year. Public Health nurses takes care of 100 of those. 2. Home Modification: • Common misnomer is that it only adds "associative devices" (grab bars, shower bars, etc.) • Wanting to modify so it allows the addition of ramps, etc. • The goals of the plan have remained the same, to Age in Place. • Debbie Wills is the Program Planner. • Kimo will review for input then submit the plan to the committee. 8. COMMITTEE OPERATIONS AND LEGAL ISSUES — Malia Hall 1. Sunshine Law, Chapter 92 HRS: The Sunshine Law is Hawaii's open meetings law. It governs the manner in which all state and county boards must conduct their official business. Key take a ways from Malia's report that affect this committee: • Require any board packet put together for the meeting to be made available for public inspection in the board's office at the time it is distributed to board members; • Require meeting notices to be posted on state and county electronic calendars; • Allow a board to use a recording of its meeting, with a written summary as its minutes, as an alternative to creating written minutes; and • Require the board to post its minutes online within 40 days after the meeting. Additional information is available at,www.Hawaii.gov/oiP. 2. Re -defining Quorum: 0 Counsel recommended reducing to 1/3 of committee members. Committee on Aging Minutes July 25, 2018 Page 4 3. Creation of Sub -Committees: • The committee chair can create ad hoc sub -committees; • Lito suggested creating a sub -committee to be involved in planning. The following members agreed to participate on this sub -committee: Lito Asuncion, Meizhu Lui, Teana Kahoohanohano, and Frankie Stapleton. • Lito also suggested a Legislative sub -committee. Suggestion was that this committee was to be led by Jim Cisler (PABEA). • Steve expressed concerns that AARP not being represented on outer islands. • Steve suggested that ARA (Alliance of Retired Americans) be represented as well. • Randy Perreria is the current State Representative (HARA). • Meizhu suggested that this sub -committee will be re -introduced in the next meeting. By-laws also amended to include the following: 1. Reduce quorum to 1/3. Judy Bell motion move; seconded by Lito. Asuncion. Motion passed all in favor. 2. Agenda and Notice to comply with state laws. Frankie Stapleton Motion to move, second by Rowena Tiqui. Motion passed all in favor. 3. Malia Hall, Corporation Counsel will make the changes and submit to the Committee. 9. LEGISLATIVE ISSUES: None reported at this meeting. 10. AGENCY AND DISTRICT NEWS: • Meizhu Lui brought up the concerns that "Powerful Tools" have a better connection with the ADRC office. Kimo stated that there are funds. • Judy Bell stated that she would meet with Nic, and Hawaii Care Choices (formerly Hospice of Hilo) to do some caregiver training. • Steve Ono asked Malia for clarification about the "Lobbyist". 11. ANNOUNCEMENT: Patrick Toal, Alzheimer's Association announced the new Support Groups for Family Caregivers coming in 2019 in Waikoloa, Waimea and Hawaii Paradise Park. Committee on Aging Minutes July 25, 2018 Page 5 The "2018 Walk to End Alzheimer's" — in Kona on Friday, 09/21/2018, and in Hilo on Saturday, 09/29/2018. 12. NEXT MEETING: Wednesday, November 21, 2018 13.
