12 A. Dismantle the Department of Water Supply, and move the all water responsibilities of
13 the Department of Environmental Management and DWS into this line department

15 B. Promote water conservation aggressively as well as the reuse of all reclaimable waters.

17 C. Institute policies and programs to protect surface, ground and near shore waters of
18 Hawaii Island

20 D. Coordinate with other departments in this regard.

29 A. Create an executive position under the Managing Director to oversee and coordinate all
30 county policies that affect all water and coastal water resources to protect the economy
31 and wise us of water resources.

33 B. Administer programs to assure water resource quality and sustainability to create
34 resilience to climate change

37 NOTE: Kauai and Maui Counties restructured water supply functions in a similar fashion many
38 years ago.
