Draft Meeting Report
***This meeting did not make quorum. There were only 4 Action Committee Members in
attendance. Informational presentations were provided to attendees. No Action Committee
business was addressed. ***
Action Committee Members Present: Steve Hoffmann (Chair), Jeff Coakley, Benjamin Ney, Jack Olson
Action Committee Members Absent -Excused: Keone Emeliano (Vice), Lehua Ah Sam, Richard Elliott,
Jack Hoyt
Staff: CoH Planners: LeAna Gloor and Eric Cook
Members of the public: 7 Members of the public were in attendance.
ANNOUNCEMENTS:
1. CDP Planner LeAna Gloor announced that Chris Cackley had been confirmed as a new Action
Committee Member, and that he would be filling the seat of Jack Hoyt, who has graciously
served his term and held over into a second term. She also announced that the County is
currently recruiting to fill the remaining vacant seat on the committee.
2. Ms. Gloor explained that moving forward, the meeting minutes for the Action Committee will
be scaled back and will aim to capture motions, decisions, actions and a synopsis of the
discussion. Community Group reports and other presented material that is agendized will be
referenced and linked in the minutes.
3. Ms. Gloor recognized and thanked Carol Ignacio of Blue Zones for generously providing
healthy refreshments for the meeting.
4. Ms. Gloor reminded community groups that they must submit their group reports to planning
staff a minimum of 7 days in advance of the meeting date in order to get their report
agendized.
INFORMATIONAL PRESENTATIONS:
Comm. No. 2018-24 NK Community Access Group Notes 7/11,8/1, & 9/S:
Group Member, Toni Withington, provided a summary of the recent activities and progress of
the Community Access group from their July, August, and September meetings.

Power View planes and Erosion Control Group:
Group member, Susan Fischer, announced that there have been several areas where erosion
has occurred from recent flooding events along the highway. The group wants to discuss future
erosion control methods with the community such as vetiver grasses and other methods.
Planning Department Presentation, Hawai'i Land Use 101:
CDP Planner, LeAna Gloor, provided an informational presentation on land use in Hawaii, the
relationship of the General Plan and the CDPs, as well as an overview of the County of Hawai'i
Planning Department's divisions and functions.
