A quorum was present, Chairman Shaun Roth called the meeting to order at 5:15 p.m. and the
Commissioners introduced themselves.
APPROVAL OF MINUTES
Minutes of the Meeting of July 24, 2018.
Chairman Shaun Roth asked if there were any corrections to the minutes. No corrections were
offered and the minutes were approved as circulated.
STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS
There was no one from the public who wished to testify on any items on the agenda at this time.
NEW BUSINESS
1. The applicant, Rennell Saro, is proposing a sign for Kona Crust Pizza at the Kona Coast
Shopping Center, located at the corner of Queen Ka‘ahumanu Highway and Palani Road. The
proposal includes (1) 84”x 20” stainless steel/acrylic tenant wall sign with max letter height of 9”
and a max logo height of 20”.

Staff planner, Deanne Bugado, provided the background and power point presentation for the
project and described the location of the proposed sign/tenant location of Kona Crust Pizza within
the center. Ms. Bugado gave the details of the dimensions of the sign, letter size and said that the
sign will be above the sidewalk facing Palani Road. The sign area is 11.7 sq. ft., and the letter
and logo areas will be illuminated with a max letter height of 9” and a max logo height of 20.
The signs at the shopping center were permitted by an existing variance.

Ms. Bugado explained that the sign code for KVDC allows the letter height to be a maximum of 9
inches, however, the Planning Commission in its authority at that time, approved a variance on
November 5, 1999 that granted a blanket sign variance to allow letter height of 22 inches and sign
size of 32.5 square feet, due to the sign challenges of the center that included the distance of the
center from the roadway. Although the size of the size of the sign and materials of the proposed
sign do not strictly follow the Master Plan of Kailua Kona, the sign is consistent with the
approved 1999 variance for the center.
Commissioner Van Pernis asked about the illumination of the sign and whether the entire sign
would be illuminated or just the letters. Ms. Bugado explained that both the letters and the logo
would be illuminated and deferred to the applicant to answer more specific questions on the
illumination of the sign.
Chairman Roth asked whether other signs at the Kona Coast Shopping Center are illuminated,
and the response was yes, Java Juice has their letters in their sign illuminated, next door.
Mr. Saro, applicant, introduced himself and provided more details on the illumination of the sign
and explained that all of the signs in the center are illuminated. He said that there would be a
small string of LED lighting for the sign to light up the letters and the logo. Mr. Saro said that the
owner of the mall requested that all of the signs be lit up and said that the color of the lights
would be white.
Commissioner Van Pernis inquired about the voltage of the sign, and the number of bulbs, to
determine the level of lighting.
Chair Roth explained that the lights being LED versus other types of bulbs that it would not be
relevant what the wattage was. He said that the exterior edge of the letters is brushed stainless
steel with plastic fronts, and the lighting would be behind the letters, and the color of the letters
would be white and the color of the pizza logo would be yellow.
Commissioner Hetherington responded that the plans indicate a red stamped box indicating that it
must meet Hawaii County Code Chapter 14 (Section on Outdoor Lighting).
Commissioner Ikeuchi expressed that it would be a more unified look if the sign was illuminated
like the rest of the signs at the shopping center.
It was moved by Commissioner Hetherington and seconded by Commissioner Kern that the
Commission forward to the Public Works Director a recommendation for approval of the
proposed sign with the following recommendations: accept the submittal with the following
condition; 1) approved the sign as presented as long as the illumination does not exceed the other
signs in the main building (at Kona Coast Shopping Center). (Seven Ayes, unanimous vote).
ANNOUNCEMENTS
The next tentatively scheduled meeting is set for August 21, 2018.
