Saquing Donna Mae Springer RE: Transmitting CA -4; Proposed Amendment to Section 6-8.3 of the Hawai`i County Charter (2016 Edition), Relating to the Powers, Duties, and Functions of the Director of the Department of Research and Development; Submitted by Commissioner Galimba Please find attached CA -4, which proposes an amendment to Section 6-8.3, which sets out the Powers, Duties, and Functions of the Director of the Department of Research and Development. CA -4 will be placed on the November 9, 2018, meeting agenda for its initial consideration and approval prior to first reading. CA -4 (For Commission Use Only) 2018-2020 HAWAII COUNTY CHARTER COMMISSION CHARTER AMENDMENT PROPOSAL FORM 1. GENERAL INFORMATION Name of Commission Member: Michelle Galimba 2. If applicable, list the Section number(s) of the charter provision(s) to be deleted or amended: Chapter 8, Section 6-8.3 3. Provide a brief description of the purpose of the proposed charter amendment; include a description of the issue the proposal would address: This proposed charter amendment would explicitly charge the Department of Research and Development with researching and coordinating county response to complex issues that requiring planning and coordination across departments such as climate change risks, green -house gas reduction and off -setting, affordable housing, and other issues as they may arise. 4. If the proposal is based on a provision(s) in the charter or law of another jurisdiction, name the jurisdiction and, if possible, attach a copy of the relevant provision(s). 5. If the proposal is based on any written materials you have, please attach a copy with a citation to its source. 6. Attach the text of the proposed charter amendment in Ramseyer format (see below). Ramseyer Format, if proposing: Amendments to Existing Charter Provisions Any language being proposed to be added to the Charter shall be underscored. Any language being proposed to be deleted from the Charter shall be [bracketed and stricken] . Replacing Existing Charter Provisions in their Entirety Clearly indicate the article(s), chapter(s), and/or section(s) of the Charter to be proposed to be deleted, and provide the text of any provisions proposed to replace the deleted material. New Charter Provisions Provide the text of the new provision(s) and, if possible, indicate where in the Charter the new material should be inserted. 1 of 2 Form CA -1 Revised 8/29/18 Proposed Charter Amendment to Amend Section 6-8.3; Powers, Duties and Functions for Director of Research and Development "Section 6-8.3. Powers, Duties and Functions. The director of research and development shall: (a) Collect and develop data necessary for managerial and legislative decision- making, and program and policy-making. (b) Provide staff leadership for public and private development programs, enterprises and plans, including economic, social and cultural proposals, which enhance and improve the county community. (c) [Coordinate informational and regulatory knowledge of all federal and state grant in aid participation programs which affect the county.] In conjunction with federal, state, and non-governmental agencies and entities, research and coordinate county policy and action in relation to long-term, complex problems that involve a coordinated response from multiple county departments." 2 of 2 Form CA -1 Revised 8/29/18
