North Kohala Community Access Group
October 3, 2018 (Old State Judiciary Building 4:30pm)
Participants: Carter Collins, Toni Withington, Joe Carvalho, Pete Cameron, Jack Hoyt, Ted Matsuda.
❖ Pololu Lookout
o On September 24th there was a meeting held for area residents (63 mailing listed and
about 20 attended).
• Comments and inputs were taken and the notes were given to the CDP action
committee group of the water, parks & roads.
• This same group will meet on October 16th to get a unified recommendation for
this area.
• A general meeting will be held on November 14th with government officials, and
community members, tentatively scheduled at 5:30 in the Kohala High School
Cafeteria.

❖ Hapu'u — Kapanaia
o The county has requested funding from Legacy Land for the purchase of Kapanaia.
o Hapu'u road was cleared enough to travel down by fishermen.
o The Public lands at the Hapu'u area may have a rancher raise cattle to graze the area for
a limited time.
••• Halelua
o A GOE for this area was approved by the county finance committee and now moves to
the full council for approval.

• o The county planning department has extended the deadline for a public access plan.

❖ Lamalaloa - South of Lapakahi
o NSTR.
❖ Kaiholena/Pao`o
o Malama Kohala Kahakai has received a maintenance grant from PONC for Kaiholena
and Pao'o.
• They are working on several projects
o Debbie Chang is chairing the Kaiholena Committee of the Ala Kahakai Trail
Association.
• The committee will be looking to increase management activity in the South
Kaiholena area and to coordinate this with the interested communities.
•'• Kaupalaoa
• o NSTR.
❖ Kohala Shoreline LLC.
o The landowners have withdrawn their draft EA.
• They will re -design the project after hearing public comments.
❖ Kohala Kai
o NSTR.
❖ Kohala Waterfront
o A lot owner has requested shoreline certification to get a setback to build a house.
• A shoreline survey was scheduled but the surveyors decided not to go out and
physically survey the area.
• The public may respond to this decision.
❖ Rails to Trails
o A preliminary report of the 1St phase should be out soon.
o Meridith is researching the idea of using drones to photograph the old railroad.
o Meridith is also contemplating the idea of story maps for this project.
o Meridith will be at our next meeting.
❖ Kynnersley Old Road extension
o NSTR.
❖ New Items
o Debbie Chang is supplying red hala seedlings for a project restoring red hala groves on
lands acquired for open space by the Kohala community.
❖ Next meeting
o November 7, 2018 starting 4:30pm, in the old State Judiciary Building.
