RE: Signage - Kaimu
Thank you for your letter of September 26, 2018 regarding the promotion of
access to the milo forest near Kaimu, and signage to guide visitors.
I contacted the Department of Land and Natural Resources, and Mr. Michael
Cain, a Planner with DLNR's Office of Conservation and Coastal Lands, emailed me
that he had met with you during a recent visit to the site.
I have attached a copy of the letter from Ms. Suzanne Case, the Chairperson of
the Board of Land and Natural Resources, dated on October 2, 2018 (yesterday) which
addresses your concerns.

SUBJECT: Proposal for Coastal Lands in Kaimu
Kaimu, Puna, Hawai'i
TMK(3) 1-2-018:006 and 004:001
Dear Mr.Carse,
The State Department of Land and Natural Resources (DLNR) has received your correspondence of August
13, 2018 regarding State-owned lands in Kaimu, Hawai'i. We thank you for your interest in the State's
conservation lands.
Our understanding is that you are requesting information on permitting and other requirements for two
issues: 1) placing "coastal access" signs along Kalapana Beach Haven Road directing pedestrians to the
shoreline,and 2)clearing invasive species in an approximately two-acre site on TMK(3) 1-2-004:001.
The "public walkway"you indicate on your map appears to cross tax map key parcel(TMK) (3) 1-2-018:006, a
privately owned 0.21-acre parcel at the end of Kalapana Beach Road. It is not in the Conservation District,
and the DLNR does not have any jurisdiction.As such,any signage here would be a decision for the County of
Hawai'i.
The milo trees are on TMK (3) 1-2-004:001, an 8.07-acre State-owned parcel in the Resource Subzone of the
Conservation District. The majority of the parcel is covered by lave from the 1990 flow. Approximately two
acres are covered by a remnant coastal forest composed of some native trees (milo), some Polynesian-
introduced species (noni, coconut), and a number of invasive vines and shrubs(rubber tree, Christmas berry,
guava,Java plum,etc).
Any work on the State-owned parcel would need to secure permission from Land Division prior to applying
for a permit through OCCL. We would encourage you to work directly with the Hawai'i Land Division office
to understand what permits or requirements they might have for the proposed clearing of invasive species
from the parcel.
