RE: Railroad Avenue
Thank you for taking the time to share your concerns about the safety of Puna
residents, and for your suggestion that the County open Railroad Avenue from Hawaiian
Beaches to Hilo, for use as an emergency alternate route and to alleviate traffic
congestion. Please know that providing an alternate route for lower Puna has long
been recognized as an eventual necessity in the County of Hawaii General Plan, the
Puna Regional Circulation Plan (2005) and the Puna Community Development Plan
(2008).
Railroad Avenue from Hawaiian Beaches to Hawaiian Paradise Park is a gravel
road that was opened for emergency use only. The remainder of Railroad Avenue
through Hawaiian Paradise Park into Hilo is all privately owned, and only becomes a
County road at the boundary of Puna/South Hilo.
Some of the challenges involved with the development of this project include
opposition from private landowners and the cost of which is estimated at $120 million.
Again thank you for bringing your concerns and suggestion to our attention. We
greatly appreciate your initiative and genuine caring for the health and safety of our Big
Island `Ghana.
