CHARTER AMENDMENT NO. CA -1, DRAFT 3 <br />BE IT ENACTED BY THE PEOPLE OF THE COUNTY OF HAWAII: <br />Section 1. Article III, Section 3-2, of the Hawai`i County Charter (2018 Edition), <br />is amended to read as follows: <br />"Section 3-2. Composition and Terms. <br />There shall be a county council composed of nine members. [One member shall <br />be elected from each of nine districts.] There shall be nine council districts, each of <br />which shall be represented by a resident elected from that district. The terms of the <br />council members shall be two years and shall begin at twelve o'clock meridian on the <br />first Monday of December after their election. The terms of the council members shall <br />not exceed four consecutive two year terms. Candidates shall be elected in accordance <br />with the election laws of the state, insofar as applicable." <br />Section 2. Article III, Section 3-17, of the Hawai`i County Charter (2018 <br />Edition), is amended by amending subsection (c) to read as follows: <br />"(c) Each subsequent redistricting commission shall consist of nine members. [One <br />member shall be a resident of each council district] Each of the nine council <br />districts shall be represented by a resident appointed from that district, as <br />established by the previous redistricting commission. The members shall be <br />appointed by the mayor and confirmed by the council in the manner prescribed in <br />Section 13-4." <br />Section 3. Article V, Chapter 2, Section 5-2.2, of the Hawai`i County Charter <br />(2018 Edition), is amended to read as follows: <br />"Section 5-2.2. Cost of Government Commission. <br />For the purpose of carrying out the policy set forth herein the mayor with the <br />approval of the council shall appoint a cost of government commission consisting of nine <br />members. [One member shall be a resident of each council district.] Each of the nine <br />council districts shall be represented by a resident appointed from that district. The <br />managing director shall be an ex -officio member of the commission. The office of the <br />mayor shall provide administrative and clerical services to the commission. <br />Each commission shall: <br />(a) Prepare and submit to the mayor a request for an appropriation for the <br />operation of the commission. <br />(b) Study and investigate the organizations and methods of operations of all <br />departments, commissions, boards, offices and other instrumentalities of <br />
