Call to Order: (Chair) Susan Shirachi called the meeting to start at 10:00 am.

Toby Hazel gave public testimony on Agenda
Items
1. Service Animals
2. Section 8 Housing.
b. Informal Presentation by Senator Russell E.
Ruderman
Senator Ruderman gave a presentation on Act 217
relating to Service Animals. He informed the
Committee on his Bill that makes it a violation to
misrepresent a dog or animal, which is not a
service animal as a service animal.
c. Report of the County of Hawaii Office of
Aging Kimo Alameda budget overview
Dr. Kimo Alameda explained the budget to the
Committee members.
d. Panel Discussion by Housing and
Community Specialist Sharon Hirota, HOPE
Services Director of Operations Denise Oguma
and Ipo Morgan.
Sharon Hirota gave a presentation on County
Section 8 Housing, including shared housing and
the progress of the program.
Denise Oguma and Ipo Morgan of HOPE Services
shared their presentation with the Committee on
the services provided by HOPE Services.
e. Report of the County of Hawaii Opportunity
and ADA Coordinator Julie Rawlins.
Ms. Julie Rawlins introduced herself and read her
report to the Committee.
L Slate of Nominations for New Executive
Committee for positions of Secretary and Vice
Chair.
Chair Shirachi opened the floor up for Laina Torres was nominated as
nominations for both Secretary/Treasurer and Secretary/Treasurer and Ms.
Vice Chair. Heather Dansdill was nominated
Ms. Shirachi mentioned that elections will be in as Vice Chair.

g. Sub Committee Reports
Committee member Linda
Gonzales gave her report on
Parks and Recreation and gave a
brief background about herself.
Old Business
MCPD Outreach Efforts to Big Island
Chair Shirachi mentioned that
Communities
she attended the 5d' Annual East
Hawaii Disability Legislative
forum.
Discussion
Committee Member Laura Tobosa asked to invite
Regarding
the new Mass Transit Director.
Future Agenda
Items
Chair Shirachi mentioned to the Committee that
Mr. Torey Keltner will be doing a presentation on
the Disability Parking placard enforcement at the
next meeting in November.
Ms. Shirachi also mentioned that she will try and
get someone from Civil Defense to present in
December.
Committee member Nagasawa wanted to see if
we could get an update on Richardson's beach
access with Parks and Recreation.
Announcements
Jesse Floyd mentioned that this month is National
Disability Employment Awareness month. There
will be an event on October 26th from loam- 2pm
at the Hilo Walmart about the benefits of hiring
someone with disabilities.
Jesse also mentioned that DCAB will be having
an emergency planning meeting and community
forum. The date is TBD.
Hanneh Hedrick informed the Committee of a free
information session called "Our Care, Our Choice
Act" on October 24th at 10:00am at the Hilo
ADRC.
Mr. Byron Yogi made an announcement about a
free event at Aunty Sallys on November 3rd at
4:30pm. The event is called "Caregivers Evening
of delight" which will be held for family and
community caregivers.

Next Meeting
The meeting will take place on November 14th at
the West Hawaii Civic Center Council Chambers
from 10:00 am —12:00 pm.
Ms. Linda Gonzales made a motion to close.
