VI. Unfinished Business (for discussion and appropriate action)
1. Election of Salary Commission Chair and Vice -Chair, Effective Close of
Business, November 27, 2018.
Postponed. September 17, 2018
2. Review of existing compensation plan to include discussion and
consideration on proposals for adjustments to future salaries of
executives and elected officials beginning July 1, 2019. Discussion may
include:
A. Overtime compensation for executives and officials:
i. Adjustments to salaries for extraordinary demands due to
disaster response. (Examples and general discussion for future
consideration.)

B. Presentation of Draft Plan prepared by Chair Ono on proceeding with
the following presentations and the proposed schedule as agreed
upon by the Commissioners at its October 9, 2018, meeting): Future
salary recommendations from a representative of the respective board
or commission for those appointed positions that report to them:

County Council
c.
Police Commission
d.
Fire Commission
e.
Merit Appeals Board

Liquor Commission

Corporation Counsel

i. Discussion on whether to receive input from these boards or
commissions on the current status, their recommendation, and
input on past 2018 made and future 2019 adjustments (the
Commissioners clarified it should include year 2019 at its
October 9, 2018 meeting).

County Council.)

ii. Letter from Police Commission Chair Peter L. Hendricks,
dated November 7, 2018 concerning their salary
recommendations for the Police Chief and Deputy Chief.
Postponed. September 17, 2018 and October 9, 2018
C. Suggested salary adjustments as recommended by the Department of
Human Resources.
Postponed. October 9, 2018
3. Update concerning the Rules of the Salary Commission by Deputy
Corporation Counsel Amy Self (may include revisions to the Rules). (At
its October 9, 2018 meeting, the Commissioners agreed to add Items ii,
iii, and iv on its next agenda.)
i. Recommendation from the Director of Human Resources to
postpone rule amendments until after the November 6, 2018
election.
ii. Revisions proposed by Commissioners as submitted by
November 16, 2018.
iii. Discussion of above revisions under item ii.
iv. Salary Commission rules from other Hawaii State Counties.
Postponed. September 17 and October 9, 2018
VII. Opportunity for Commissioners to request items for placement on the
next agenda.

Executive Session
The Salary Commission anticipates convening one or more executive meetings
regarding the above matters listed on the agenda, pursuant to HRS Sections
92-4 and 92-5(a)(4), for the purpose of consulting with the Board's attorney on
questions and issues pertaining to the Board's powers, duties, privileges,
immunities, and liabilities. A 2/3 vote pursuant to HRS Section 92-4 is
necessary to hold an executive meeting.
