Veterans Advisory Committee December 4, 2018 Page 2 Notice is hereby given that pursuant to Hawaii Revised Statutes (hereinafter "HRS") 92-3.5, the Hawaii County Department of Parks & Recreation will be conducting this meeting via videoconference, If the audio stream between Kona and Hilo is lost for more than a short period of time, the meeting will be terminated. Veterans Advisory Committee Members will be present at the following locations: Hawai'i County Prosecuting Attorney's Office, 655 Kilauea Ave, Confr. Box 342 Hakalau, HI 96710 Re: Powers and Duties of the Veterans Advisory Committee Dear Mr, Doolittle, I am in receipt of your letter received on June 27"), requesting support to expand the stated purpose and duties of the Veterans Advisory Committee (VAC). As stated in your letter, the VAC is tasked with advising the county on matters strictly pertaining to veteran cemeteries. In light of the many challenges faced by our veterans today (homelessness, health care, unemployment, etc.), your request is well taken. Pursuant to Hawai'i County Code section 15-64, 1 ask that the VAC expand the scope of its current power and duties to include discussions of and make recommendations on other veteran -related issues and concerns for the benefit of all veterans residing in our communities, I look forward to your recommendations and report. COUNTY OF HA A ORDIN Old Business Correspondence: STATE OF HAWAII BILL NO. 213 NO. _ AN 0 INANCE AMENDING CHAPTER 15, ARTICLE 7, OF THE HAWAII COUNTY CODE 1983 (2916 EDITION, AS AMENDED), RELATING TO THE VETERANS ADVISORY COMMITTEE. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF FLAVVAPI: SECTION 1. Purpose. The purpose of this ordinance is to expand the scope of the powers and duties of the Veterans Advisory Committee. At this time, the Veterans Advisory Committee is authorized to act in an advisory capacity to the Mayor and Council for matters concerning veterans cemeteries in the County of Hawai`i. Only at the request of the Mayor or the Council shall the committee shall discuss and make recommendations on other veterans - related issues. Mayor Harry Kim has requested that the Veterans Advisory Committee be authorized to initiate discussions and formulate recommendations, on its own accord, regarding homelessness, health care, unemployment, and other issues relating to Hawaii County's veterans. The purpose of this ordinance is to allow the Veterans Advisory Committee to initiate discussions and make recommendations on veterans -related issues and concerns without a prior request by the Mayor or the Council. SECTION 2. Chapter 15, article 7, section 15-64, of the Iawai`i County Code 1983 (2016 Edition, as amended), is amended to read as follows: "Section 15-64. Powers and duties of the committee. It shall be the duty of the committee to act in an advisory capacity to the mayor and the council concerning all matters pertaining to the operation, management, and maintenance of the veterans cemeteries in the County{-] , and discuss and make recommendations on issues affecting veterans residing in Hawaii County. At the request of the mayor or the council, the committee shall discuss and make recommendations on other specific veterans -related issues. The committee may recommend such rules and regulations as it may deem necessary for the enhancement and proper management of the veterans cemeteries, or for the orderly transaction of rnatters referred to it." SECTION 3. Material to be repealed is bracketed and stricken. New material is underscored. In printing this ordinance, the brackets, bracketed and stricken material, and underscoring need not be included. SECTION 4. Severability. If any provision of this ordinance, or the application thereof to any person or circumstance, is held invalid, the invalidity does not affect other provisions or applications of the ordinance that can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are severable, SECTION 5.
