Regular Meeting of the Pension Board
February 23, 2015

CALL TO ORDER: The quarterly meeting of the Pension Board was called to order at 1:30 p.m. by
Chair Guillerma"Irma" G. Sumera.
ROLL CALL:
Present: Guillerma"Irma" G. Sumera, Chair
Arlene Waugh, Vice-Chair
Jerry Hamamoto, Member
David Heaukulani, Member
Stewart Maeda, Ex-Officio Member
Absent& Excused: Florence Ikeda, Member
Kay Oshiro, Controller, Finance Department
Also Present: Dee Torres, Secretary, Office of the County Clerk-Council
Deanna Sako, Director, Finance Department
Craig Masuda, Deputy Corporation Counsel
Janice Watkins, Payroll Processing Supervisor, Finance Department
STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS: (There were none).
APPROVAL OF MINUTES: November 24, 2014
Mr. Hamamoto moved to approve the minutes of November 24, 2014. Seconded by Ms. Waugh.
The motion was carried by the following vote:
AYES: Board Members Hamamoto, Heaukulani, Waugh, and Chair Sumera—4.
NEW BUSINESS:
1. Chair Sumera proceeded with the application for pension from the County of Hawai`i for
Mr. Francis F. Takahashi, Jr. (retired County of Hawai`i P&R Band Member).
At this time, Chair Sumera asked Ms. Watkins to present her report.
Ms. Watkins confirmed that Mr. Takahashi is not a member of the Employees' Retirement
System (ERS) and is not eligible for any pension benefits from ERS. Further, finding of facts
are as follows: An application for pension was submitted from Mr. Takahashi on January 23,
2015, who has more than ten years of service.
The calculation of the pension, as provided under Part IV, Chapter 88 Hawai`i Revised Statutes:
Pension amount is $225.47; Bonuses $.00; Post Retirement Allowances $.00. (Total Monthly
Grant is $225.47). Effective date of pension: January 23, 2015.
Mr. Hamamoto asked the Accounts Division and the Finance Department if Mr. Takahashi,
qualified according to rules. Ms. Watkins affirmed that he was qualified.
Ms. Sumera asked if there were any further questions.
At this time, Mr. Hamamoto made a motion to approve the pension application of
Mr. Takahashi. Seconded by Mr. Heaukulani.
The motion was carried by the following vote:
AYES: Board Members Hamamoto, Heaukulani, Waugh, and Chair Sumera—4.
2. Mr. Heaukulani asked whether the 90-day extension of his pension board membership would
end by March 2015. Mr. Masuda replied in the affirmative.
ANNOUNCEMENTS:
Ms. Sumera stated that the next quarterly Pension Board meeting will be held on Tuesday, May 26,
2015, at 1:30 p.m. (Monday, May 25, 2015, Memorial Day holiday), if there are any pension
applications or other pertinent matters relating to the Pension Board. Ms. Torres will notify all Board
Members and staff of any current agendas and/or cancellations.
ADJOURNMENT:
Ms. Sumera made a motion to adjourn the meeting. Seconded by Ms. Waugh.
The motion was carried by the following vote:
AYES: Board Members Hamamoto, Heaukulani, Waugh, and Chair Sumera—4.
The meeting was adjourned at 1:35 p.m.
