Regular Meeting of the Pension Board
November 24, 2014

CALL TO ORDER: The quarterly meeting of the Pension Board was called to order at 1:30 p.m. by
Chair Jerry Hamamoto.
ROLL CALL:
Present: Jerry Hamamoto, Chair

STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS: (There were none.)
APPROVAL OF MINUTES: November 25, 2013
Ms. Ikeda moved to approve the minutes of November 25, 2013. Seconded by Ms. Sumera.
The motion was carried by the following vote:
AYES: Board Members Heaukulani, Ikeda, Sumera, Waugh, and Chair Hamamoto — 5.
NEW BUSINESS:
1. Chair Hamamoto proceeded with the Election of Officers for December 2014 — November 2015
for Chair and Vice -Chair. Chair Hamamoto stated that at the end of this term, December 31,
2014, three members' terms were set to expire (Chair Hamamoto, Mr. Heaukulani, and
Ms. Ikeda), leaving only two (2) active members on the board. (Ms. Sumera and Ms. Waugh
will continue to serve their current terms).
Chair Hamamoto asked Mr. Masuda for confirmation. Mr. Masuda verified and confirmed the
information. Chair Hamamoto asked if there were any questions regarding terms. There were
none.
Chair Hamamoto proceeded with the Election of Officers:
Ms. Ikeda made a motion to nominate Ms. Waugh as Vice -Chair of the Pension Board.
Seconded by Mr. Heaukulani. Mr. Masuda stated to Chair Hamamoto that the board could vote
for the new Vice -Chair and Chair with a block vote.
Ms. Ikeda made a motion to nominate Ms. Sumera as Chair of the Pension Board. Seconded by
Mr. Heaukulani.
Chair Hamamoto asked for a motion to close the nominations. Ms. Ikeda moved to close the
nominations. Seconded by Mr. Heaukulani.
The proposed slate of officers for the Pension Board's December 2014 — November 2015 are as
follows: Irma Sumera, Chair, and Arlene Waugh, Vice -Chair.
The motion was carried by the following block vote:
AYES: Board Members Heaukulani, Ikeda, Sumera, Waugh, and Chair Hamamoto — 5.
Mr. Masuda stated, at the request of the Mayor's office, the Board Members who will be
`termed -out' on December 31, 2014, will continue to serve on the board for a 90 -day holdover,
pending approval and confirmation of new members to the Pension Board (Hawai`i County
Charter, Section 13-4 (d)). Mr. Masuda also stated that Chair Hamamoto, Mr. Heaukulani, and
Ms. Ikeda may decline the 90 -day extension (March 31, 2015) by informing the Mayor's office
directly; otherwise, it will be assumed that they have agreed to the 90 -day holdover.
Mr. Heaukulani expressed to Chair Hamamoto and the other Board Members, his gratitude for
the Mayor's confidence in extending his current term and stated he will accept the extension.
Chair Hamamoto and Ms. Ikeda also stated they would agree to the extension.
Mr. Masuda reminded the board that all current members will have to serve at the next quarterly
meeting on February 23, 2015, under newly elected Chair Sumera if there are matters before the
board.
2. Chair Hamamoto recognized and thanked Carol Arikawa for her long and sustained effort.
Ms. Arikawa has served on the Pension Board representing the Accounts Division and will be
retiring in a few days, on November 28, 2014. Chair Hamamoto gave a brief history on
Ms. Arikawa:
a. Ms. Arikawa transferred to the Accounts Division from the Prosecuting Attorney's Office in
1985.

b. Besides handling Payroll for 29 years, she was assigned to the Pension Board, which had
approximately 100 County of Hawaii pensioners when she started, whose numbers have
since dwindled to 22; adding, there were some new pensioners which became eligible with
the Senior Employment Program (see attached "Hawai`i County Pensioners 2014," which
was distributed to Board Members and staff).
POINT OF INFORMATION:
Mr. Heaukulani requested, for the record, the following corrections to the Hawaii County
Pensioners 2014 listing: The subtotal for the Hawaii County pensioners and surviving spouses
was corrected to 6; the subtotal for County Band pensioners and surviving spouses was corrected
to 16. Grand total remains at 22.
ANNOUNCEMENTS:
Mr. Hamamoto stated that the next Pension Board meeting will be held on Monday, February 23, 2015,
at 1:30 p.m. if there are any pension applications or other pertinent matters relating to the Pension
Board. Ms. Torres will notify all Board Members and staff of any current agendas and/or cancellations.
ADJOURNMENT:
Ms. Ikeda made a motion to adjourn the meeting. Seconded by Ms. Sumera.
The motion was carried by the following vote:
AYES: Board Members Heaukulani, Ikeda, Sumera, Waugh, and Chair Hamamoto — 5.
The meeting was adjourned at 1:45 p.m.
