Regular Meeting of the Pension Board
November 27, 2017

CALL TO ORDER: The quarterly meeting of the Pension Board was called to order at 1:30 p.m. by
Chair Nyala Neill.
ROLL CALL:
Present: Nyala Neill, Chair
Emma Sousa, Vice-Chair
Jerry Hamamoto, Member
Mae Ikeda, Member
Stewart Maeda, County Clerk
Also Present: Deanna Sako, Director, Finance Department
Craig Masuda, Deputy Corporation Counsel

APPROVAL OF MINUTES: November 28, 2016
Ms. Sousa moved to approve the minutes of November 28, 2016. Seconded by Mr. Hamamoto.
The motion was carried by the following vote:
AYES: Board Members Hamamoto, Ikeda, Sousa, and Chair Neill—4.
NEW BUSINESS:
1. Chair Neill proceeded with the Election of Officers and asked for nominations for Chair and
Vice-Chair for the new term (December 2017 to November 2018).
Mr. Hamamoto asked regarding the expiration dates of the Pension Board members.
Ms. Sako replied stating the following: Ms. Neill and Ms. Sousa's expiration dates are
December 31, 2019; Mr. Hamamoto and Ms. Ikeda are on December 31, 2021.
Mr. Masuda asked for the nominations.
Mr. Hamamoto made a motion to nominate Ms. Neill as Chair of the Pension Board to continue
as Chair for the new term. Seconded by Ms. Sousa.
Mr. Masuda asked for nominations for Vice-Chair, also giving the board members an option to
nominate office-by-office.
Chair Neill made a motion to nominate Ms. Sousa as Vice-Chair. Seconded by Mr. Hamamoto.
Since there were no other nominations, Mr. Masuda closed the nominations.
The proposed slate of officers for the Pension Board is as follows: Nyala Neill, Chair;
Emma Sousa, Vice-Chair.
The motion was carried by the following vote:
AYES: Board Members Hamamoto, Ikeda, Sousa, and Chair Neill—4.
2. Chair Neill asked Ms. Young to present the new County of Hawai`i Pensioners' statistics for
2017. Ms. Young distributed the new 2017 statistics and stated that there were no new
applications for pensions for the past year, but there were two deaths.
Mr. Masuda explained that the Pension Board is primarily for the County Band pensioners, who
are not part of collective bargaining, and has been going on for quite a while. So, as times
passes, unfortunately, the pensioners do succumb to death. The majority of them are surviving
spouses. So, total band pensioners including surviving spouses are 18 at present (see attached).
ANNOUNCEMENTS:
Chair Neill announced that the next quarterly Pension Board meeting will be tentatively held on
Monday, February 26, 2018, at 1:30 p.m., provided we have a quorum and/or if there should be
any new pension applications or other pertinent matters relating to the Pension Board.
Ms. Torres will notify Board Members and staff of upcoming Pension Board agendas and/or
cancellations.
ADJOURNMENT:
Ms. Sousa made a motion to adjourn the meeting. Seconded by Mr. Hamamoto.
The motion was carried by the following vote:
AYES: Board Members Hamamoto, Ikeda, Sousa, and Chair Neill—4.
