MINUTES
NOVEMBER 7, 2018
The Windward Planning Commission met in regular session at 9:00 a.m. in the County of
Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman
Joseph Clarkson presiding.
COMMISSIONERS PRESENT: Gilbert Aguinaldo, Joseph Clarkson, Donald Ikeda (from 9:17
a.m.), Thomas Raffipiy (to 11:05 a.m.), John Replogle.
ABSENT & EXCUSED: Donn Dela Cruz.
ALSO PRESENT: Michael Yee (Planning Director), Malia Hall (Deputy Corporation Counsel
for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), Maija
Jackson (Planner), Christian Kay (Planner), Sarah Hata-Finley (Commission Secretary), and Kim
Tanaka (Secretary) (from 9:00 a.m. to 10:38 a.m. and 12:31 p.m. to 2:39 p.m.).
A quorum was present. Chairman Clarkson announced that the Piilani Partners applications
(Item Nos. 7-9) were continued to the December Commission meeting due to medical emergency
within the Applicant's group. He stated that anyone who wanted to testify on Item Nos. 7-9 was
able to do so; however, the Commission would not take action or have discussion on those
agenda items. Chairman Clarkson encouraged those that wanted to hear what the Applicant had
to say in response to public testimony to attend the December 6th Commission meeting.
At 9:02 a.m., Chairman Clarkson introduced the Windward Planning Commissioners, and
informed them that Commissioner Ikeda would be arriving shortly. He also introduced staff to
members of the public and went over the procedures for public testimony.
STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the
agenda.
1. APPLICANT: FRIENDS OF THE VOLCANO SCHOOL OF ARTS AND
SCIENCES (USE 18-000077)
Application for a Use Permit to allow the establishment of a public charter school and
related improvements for grades pre -K to 8 for up to 250 students, and to provide
afternoon and evening adult education and post -secondary classes on 3.15 acres of land,
known as the historic Keakealani School property, within the Single -Family Residential -
20,000 square foot (RS -20) zoning district. The property address is 19-4024 Haunani
Road, which is about 500 feet northeast of its intersection with the Old Volcano Road in
Volcano Village, Puna District, Hawaii, TMK: (3) 1-9-004:019.

2. APPLICANT: CELLCO PARTNERSHIP DBA VERIZON WIRELESS
(USE 18-000076)
Application for a Use Permit to allow the construction of a new, non -manned
telecommunication facility, consisting of a 198 -foot tall self-supporting tower and related
facilities within a 1,600 -square foot lease area on a 3 -acre parcel of land situated in the
County's Agricultural 3 -acre (A -3a) zoning district. The location of the subject property
is 16-1806 Moho Road, approximately 920 feet south of the Kio`ele and Moho Road
intersection, Hawaiian Acres Subdivision, Kea`au, Puna, Hawaii,
TMK: (3) 1-6-047: portion of 062.

3. APPLICANT: HAWAII ISLAND VETERANS MEMORIAL, INC.
(AMEND REZ 06-000051)
Application to amend Condition B (Water Commitment), Condition C (Complete
Construction), and Condition F (Install Street Lights and Traffic Controls) of Change of
Zone Ordinance No. 07 26, which reclassified 4.888 acres from an Open (0) to a
Multiple Family Residential — 1,000 square feet (RM -1) zoning district in 2006. The
property is located at the north corner of the Kawili Street and Kapi`olani Street
intersection, Waiakea, South Hilo, Hawaii, TMK: (3) 2-4-057:029, portion of 030 and
portion of 031.
The Commission took this item up at 9:52 a.m. with 25 people from the public in attendance.

4. APPLICANT: KURTISTOWN ASSEMBLY OF GOD CHURCH (USE 18-000078)
Application for a Use Permit to allow the construction of a 3,040 square -foot community
outreach center and related improvements on a portion of 1.944 acres of land situated
within the Single -Family Residential 20,000 -square feet (RS -20) zoned district. The
property is northeast and adjacent to the site of the Kurtistown Assembly of God Church,
which is located on the mauka (northwest) side of Highway 11 directly across the
Highway 11- Kuauli Road Junction, Kurtistown, Puna, Hawaii, TMK: (3) 1-7-006:
portion of 005.

5. APPLICANT: WILLIAM S. QUINN - PAHOA FARM & GARDEN, LLC
(SPP 18-000199)
Application for a Special Permit to allow the development of a 3,600 square -foot farm
and garden retail store and related improvements on 32,670 square feet of land in the
State Land Use Agricultural District. The property is located on the mauka (west) side of
the Pahoa Bypass Road, approximately 1,800 feet southwest of its intersection with Post
Office Road, Pahoa, Puna, Hawaii, TMK: (3) 1-5-005:024.
The Commission took this item up at 11:29 a.m. with 15 people from the public in attendance.

Chairman Clarkson briefly discussed with the Commission, staff, and audience members whether
the Commission would break for lunch or continue with the remaining items on the agenda. He
decided to call a lunch recess at 1: 03 p. m., and the meeting was reconvened at 2: 01 p. m.
6. APPLICANT: HILO ONE INCORPORATED (REZ 18-000228)
Application for a Change of Zone from an Agricultural 3 -acre (A -3a) to a Single -Family
Residential -15,000 square feet (RS -15) zoning district for approximately 12.728 acres of
land. The property is located along the south side of Haihai Street, approximately 930
feet east from the Haihai Street — Ainaola Drive intersection and across from Lei Lehua
Street, Waiakea Homesteads 2nd Series, South Hilo, Hawaii, TMK: 2-4-039:026.
The Commission took this item up at 2:01 p.m. with 7 people from the public in attendance.

7. APPLICANT: PIILANI PARTNERS, LLC (AMEND REZ 727)
Application for a 5 -year time extension to comply with Condition C (Secure Final Plan
Approval) and Condition D (Complete Construction) of Change of Zone Ordinance
No. 92 122, which reclassified approximately 2.5712 acres from Resort -Hotel -Safety -
7,500 square feet (V -S-7.5) district to the Limited Industrial- 20,000 square feet (ML -20)
zoning district in 1992. The subject property is located at 525 Pi`ilani Street, at the
northeastern corner of the Pi`ilani Street-Mililani Street intersection, Waiakea, South
Hilo, Hawaii, TMK: (3) 2-2-033:011.

8. APPLICANT: PIILANI PARTNERS, LLC (SMA 18-000070)
Application for a Special Management Area Use Permit to develop a potable water well
and bottling facility with related improvements on a 2.5712 -acre parcel within the Special
Management Area. The subject property is located at 525 Pi`ilani Street, at the
northeastern corner of the Pi`ilani Street-Mililani Street intersection, Waiakea, South
Hilo, Hawaii, TMK: (3) 2-2-033:011.
9. APPLICANT: PIILANI PARTNERS, LLC (REVOKE SMA 334)
Request to revoke Special Management Area Use Permit No. 334, which was granted in
1992 to allow the construction of a warehouse, fish processing plant, accessory office
use, parking and related improvements on a 2.5712 -acre parcel within the Special
Management Area. The subject property is located at 525 Pi`ilani Street, at the
northeastern corner of the Pi`ilani Street-Mililani Street intersection, Waiakea, South
Hilo, Hawaii, TMK: (3) 2-2-033:011.
[Note: Item Nos. 7, 8, and 9 were consolidated for public testimony. These items were
continued to the Commission's December 6, 2018 meeting at the request of the Applicant.]
The Commission took public testimony regarding Item Nos. 7-9 at 2:28 p.m. with 8 people from
the public in attendance.

MINUTES — The Commission took this item up at 2:35 p.m.
Approval of Minutes of the September 6, 2018 Meeting_— It was moved by Commissioner
Replogle and seconded by Commissioner Aguinaldo, that the Minutes of September 6, 2018, be
approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners
in attendance.
ADMINISTRATIVE MATTERS
Discussion of recent Special Management Area (SMA) determinations, minor permits and
enforcement action issued by the Planning Director.
At 2:36 p.m., Chairman Clarkson stated that he was informed that there was no SMA report and
that one would be presented to the Commission at the December 6th meeting.
ANNOUNCEMENTS — At 2:36 p.m., Mr. Darrow stated that the next Commission meeting
was on December 6th.

Director Yee stated that the second reading of Bill No. 108 (vacation rental bill) would be heard
before the full Council [on November 20th] and encouraged the Commissioners to attend that
Council meeting to provide the Council with their personal testimony.
Mr. Darrow reminded the Commission that the election of officers for the Commission for the
year 2019 would be held at the December 6th meeting.
ADJOURNMENT — There being no further business, it was moved by Commissioner Replogle
and seconded by Commissioner Aguinaldo that the meeting be adjourned. Motion was
unanimously carried by a voice vote of all Commissioners in attendance. Chairman Clarkson
adjourned the meeting at 2:39 p.m.
