Regular Meeting of the Pension Board
November 26, 2012
County Building, First Floor — Council Room, Hilo, Hawaii
CALL TO ORDER: The quarterly meeting of the Pension Board was called to order at
1:31 p.m. by Chair Jerry Hamamoto.
ROLL CALL:
The following Board Members were present: Jerry Hamamoto, Florence Ikeda, and
Judy Ah Chin. Also present were: Craig Masuda, Deputy Corporation Counsel, Office
of the Corporation Counsel; Kay Oshiro, Controller, Finance Department;
Carol Arikawa, Payroll Processing Supervisor, Finance Department; Steve "Kawena"
Lopez, Deputy County Clerk, and Dee Torres, Secretary Pro Tem. Absent and Excused:
Nancy Crawford, Director, Finance Department
APPROVAL OF MINUTES: November 28, 2011
Ms. Ah Chin moved to approve the minutes of November 28, 2011. Seconded by
Ms. Ikeda.
The motion was carried by the following vote:
AYES: Board Members Ah Chin, Ikeda, and Chair Hamamoto — 3.
STATEMENTS FROM THE PUBLIC (There were none.)
NEW BUSINESS:
1. Chair Hamamoto proceeded with the Election of Officers for Fiscal Year 2012 - 2013.
At this time, Ms. Ikeda made a motion to nominate Mr. Hamamoto to serve as Chair of
the Pension Board. Seconded by Ms. Ah Chin. Ms. Ah Chin made a motion to nominate
Ms. Ikeda as Vice -Chair of the Pension Board. Seconded by Ms. Ah Chin.
The proposed slate of officers for the Pension Board's Fiscal Year 2012 2013 are:
Jerry Hamamoto, Chair and Flo Ikeda, Vice -Chair.
The motion was carried by the following vote:
AYES: Board Members Ah Chin, Ikeda, and Chair Hamamoto — 3.
2. Ms. Arikawa distributed the "Hawai`i County Pensioners 2012" to the Board
Members (attached). According to this information, Chair Hamamoto stated that as of
November 26, 2012, there are a total of 27 Pensioners and Band Pensioners compared to
30 last year. He was informed that there are five more eligible pensioners remaining in
the County Band.
Ms. Ikeda asked whether the 27 pensioners listed were already collecting pension
benefits or will be collecting pension benefits. Ms. Oshiro replied that they are already
collecting pension, and that the remaining five eligible pensioners (band members).
should their spouse pass away, would start collecting pension benefits.
Mr. Masuda clarified that the five remaining band members may come before the Pension
Board to apply for pension benefits. After that, the Pension Board will conclude
(dissolve) unless there are any changes to the law regarding it.
Ms. Ikeda asked whether the five potential applicants are included in the 27 pensioners,
and Ms. Oshiro stated that they are not included.
ANNOUNCEMENTS:
Ms. Ah Chin stated that she would gladly serve as a Board Member for the extended
90 -day period, and wished everyone "Happy Holidays."
On behalf of the County of Hawaii, Mr. Masuda thanked Ms. Ah Chin for her three
years of service as a Pension Board Member and hoped to see her back in a couple of
years or serving on another Board and Commission.
The next quarterly Pension Board meeting will be announced at a later date.
ADJOURNMENT:
Ms. Ikeda made a motion to adjourn the meeting. Seconded by Ms. Ah Chin.
The motion was carried by the following vote:
AYES: Board Members Ah Chin, Ikeda, and Chair Hamamoto — 3.
The meeting was adjourned at 1:38 p.m.
