Regular Meeting of the Pension Board
November 25, 2013
County Building, First Floor—Council Room, Hilo, Hawai`i
CALL TO ORDER: The quarterly meeting of the Pension Board was called to order at 1:30 p.m. by
Chair Jerry Hamamoto.
ROLL CALL:
Present: Jerry Hamamoto, Chair
Florence Ikeda, Vice-Chair
David Heaukulani, Member
Irma Sumera, Member
Arlene Waugh, Member
Stewart Maeda, Ex-Officio Member
Absent& Excused: None
Also Present: Dee Torres, Secretary, Office of the County Clerk-Council
Carol Arikawa, Payroll Processing Supervisor, Finance Department
Katherine Garson, Assistant Corporation Counsel
Kay Oshiro, Controller, Finance Department
Nancy Crawford, Director, Finance Department
Mr. Hamamoto asked for a motion to amend the current agenda, under Item (E)New Business.
(State "December" rather than "FY November"). See correction below:
E. NEW BUSINESS:
ELECTION OF OFFICERS—December 2013 —November 2014
Ms. Ikeda made a motion to amend the current agenda. Seconded by Ms. Waugh.
The motion was carried by the following vote:
AYES: Board Members Heaukulani, Ikeda, Sumera, Waugh, and Chair Hamamoto—5.
STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS: (There were none.)
APPROVAL OF MINUTES: May 28, 2013
Mr. Hamamoto stated that the minutes were revised and copies were distributed. He asked if everyone
received a copy and had any questions.
Mr. Heaukulani asked if Mr. Masuda, Deputy Corporation Counsel, asked the question regarding the
"Sunset for this Committee or the number of people qualified" at the last Pension Board Meeting and
whether the comment was made before or after the meeting was adjourned. Mr. Hamamoto replied that
the comment was made in a"humble" discussion after the adjournment, as there was no "hard" number
or"hard"date.
Mr. Heaukulani moved to approve the revised minutes of May 28, 2013. Seconded by Ms. Ikeda.
The motion was carried by the following vote:
AYES: Board Members Heaukulani, Ikeda, Sumera, Waugh, and Chair Hamamoto—5.
NEW BUSINESS:
1. Chair Hamamoto proceeded with the Election of Officers for December 2013 —November 2014
for Chair and Vice-Chair. Mr. Heaukulani asked if the same member could serve a consecutive
term. Ms. Garson stated that indeed they could.
Mr. Heaukulani made a motion to nominate Ms. Ikeda as Vice-Chair of the Pension Board for an
additional year. Ms. Sumera made a motion to accept Ms. Ikeda's nomination. Seconded by
Ms. Waugh.
The motion was carried by the following vote:
AYES: Board Members Heaukulani, Ikeda, Sumera, Waugh, and Chair Hamamoto—5.
Ms. Ikeda made a motion to nominate Mr. Hamamoto as Chair of the Pension Board for an
additional year. Ms. Sumera made a motion to accept Mr. Hamamoto's nomination. Seconded
by Ms. Waugh.
The motion was carried by the following vote:
AYES: Board Members Heaukulani, Ikeda, Sumera, Waugh, and Chair Hamamoto—5.
Mr. Heaukulani made a motion to close the nominations. Seconded by Ms. Sumera.
The proposed slate of officers for the Pension Board's December 2013 —November 2014 are as
follows: Jerry Hamamoto, Chair, and Florence Ikeda, Vice-Chair.
The motion was carried by the following vote:
AYES: Board Members Heaukulani, Ikeda, Sumera, Waugh, and Chair Hamamoto—5.
2. The "Hawai`i County Pensioners 2013" statistical listing from the Accounts Division of the
Finance Department was distributed to all Board Members and staff consisting of 24 remaining
pensioners (see attached).

ANNOUNCEMENTS:
Mr. Hamamoto stated that the next Pension Board meeting will be TBA. Ms. Ikeda asked if the
meetings were held quarterly. Ms. Garson replied, "Yes." Mr. Hamamoto stated if there were any
pension applications or other pertinent matters relating to the Pension Board, a meeting would be held
quarterly(the last Monday of February, May, and August, with a mandatory elections meeting in
November). The County Clerk's Office will prepare and send out agendas and cancellation notices.
ADJOURNMENT:
Ms. Sumera made a motion to adjourn the meeting. Seconded by Ms. Waugh.
The motion was carried by the following vote:
AYES: Board Members Heaukulani, Ikeda, Sumera, Waugh, and Chair Hamamoto—5.
The meeting was adjourned at 1:45 p.m.
