Members Present: Laura Tobosa, Sabine (Sam) Nagasawa, Linda Gonzales, Norita De Lima, Linda Gonzales, Byron Yogi (New member) , Penny Alcoran (New Member) Members Excused: Pam Punihaole, Joshua Pratt Members Absent: None Guests Present: Chris Cholas County Staff Present: Malia Hall, Deputy Corporation Council Topic/Agenda Discussion Action Item Review/Approve Members reviewed the July 11th meeting minutes. Committee Member Nagasawa Minutes made a motion to approve the minutes. Committee Member Tobosa seconded the motion. All were in favor. Public There were no public testimony on Agenda items. Testimony on Agenda Items New Business Report of the County of Hawaii Equal Opportunity and ADA Officer Julie Rawlins Chair Shirachi read the report. Communication Chair Shirachi read Committee Member Punihaole's report. (see attached) 2. Homeless Housing Chair Shirachi reviewed the report "Bridging the Gap CoC Homless Point -in -Time Count" which did not contain data on people with disabilities and homelessness. (Emailed to Committee members) HOPE Services Inc. will be asked to address that issue during the October meeting. e. Report to the Finance Department via Office of Aging The entire Committee brainstormed and provided discussion to answers required by the Finance Department. The Department of Finance requires a report every 6 months. Chair Shirachi led the discussion. L Nomination and Election of Secretary 5a) Bylaws Revision (Out of Order) Ms. Hall went over suggested amendments to the By -Laws. It was decided that the Committee will vote on the Bylaws revisions first, then fulfil the Secretary's vacant position. Ms. Nagasawa made a motion to accept, Ms. De Lima seconded. All were in favor. ACT 217 (A Bill for an Act Relating to Service Animals) and the Joint Response from Hawaii Civil Rights Commission, Disability and Communication Access Board and the State Civil Rights Commission After Chair Shirachi explained the handouts, there was discussion about the ACT 217. Committee Member Nagasawa wanted to know who enforces the Service Animal Act. Chair Shirachi said that she would check with Ms. Julie Rawlins. Old Business a. Bylaws Revision (discussed earlier) Discussion Committee Member Byron Yogi stressed a Regarding concern regarding the low participation and Future Agenda attendance of people who actually need services. Items He wanted to discuss ways to penetrate the Community so that people who need the services can get involved. Chair Shirachi encouraged all members to get involved with Committee outreach and education about MCPD. Corporation Council Ms. Hall suggested to have the item of Community Outreach be added to Septembers agenda. Chair Shirachi agreed. Ms. Nagasawa asked if someone from Section 8 housing would be able to attend the meeting. Ms. Nagasawa said they now do room rentals and that is not something that is common. It would be nice to get more information on that. Committee Member Penny Alcoran explained that her involvement with students and family members with disabilities has really helped with outreach. Announcements Emergency Preparedness Roundtable — Save the Date August 23, 2018 ADRC, 9am-4pm. Vox Populi The vacancy of the Recreation Specialist II (Voice of the position status was requested. People) Next Meeting The next meeting will be held at the West Hawaii Civic Center in Kona. The meeting will take place in the Hale G Building from 10:00 am — 12:00 pm.
