RE: LLCP 17-01, Waikapuna
This letter is to provide support for Agenda Item 2 on the December 10, 2018,
Legacy Land Conservation Commission Meeting concerning LLCP 17-01, Waikapuna.
The agenda item is a request to approve amendments to the grant application from Ala
Kahakai Trail Association to reduce the area covered by a conservation easement. This
requested amendment is supported by the County of Hawaii to preserve an option to
locate a county waste water treatment plant for Na'alehu. Since a significant amount of
Na'alehu waste water is currently being disposed of into two large capacity cesspools
(LCC) mandated closed by the U.S. Environmental Protection Agency (EPA), a new,
environmentally friendly treatment system would significantly decrease the
environmental impacts from the existing disposal process. The proposed amendment
would remove approximately 30 acres of the 2,000 acre property from the conservation
easement pending the completion of an environmental assessment (EA) as prescribed
by HRS 343. Should the EA show a significant impact, the facility would be moved to
another location.

Public Land is requested.
