MINUTES
DECEMBER 6, 2018
The Windward Planning Commission met in regular session at 9:00 a.m. in the County of
Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman
Joseph Clarkson presiding.
COMMISSIONERS PRESENT: Gilbert Aguinaldo, Joseph Clarkson, Donald Ikeda, Thomas
Raffipiy, John Replogle.
ABSENT & EXCUSED: Donn Dela Cruz.
ALSO PRESENT: Michael Yee (Planning Director), Daryn Arai (Deputy Planning Director)
(from 11:04 a.m.), Malia Hall (Deputy Corporation Counsel for the Windward Planning
Commission), Jeff Darrow (Planning Program Manager), Maija Jackson (Planner) (from 11:04
a.m.), Christian Kay (Planner), Melissa Dacayanan (Planning Commission Support Technician)
(to 10:58 a.m.), and Sarah Hata-Finley (Commission Secretary).
A quorum was present. Chairman Clarkson introduced Windward Planning Commissioners and
staff to members of the public and went over the procedures for public testimony.
STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the
agenda.
1. APPLICANT: MIROSLAV NESKOVIC (REZ 18-000229)
Application for a Change of Zone from Single -Family Residential -15,000 square feet
(RS -15) to a Single -Family Residential -10,000 square feet (RS -10) zoning district for
approximately 23,538 square feet of land. The subject property is located at 69 Nalani
Street, approximately 663 feet south of its intersection with Haihai Street, Waiakea
Homesteads 1st Series, Waiakea, South Hilo, Hawaii, TMK: (3) 2-4-021:059.
The Commission took this item up at 9:01 a.m. with 6 members of the public in attendance.

2. APPLICANT: GHC FAMILY LIMITED PARTNERSHIP (REZ 18-000230)
Application for a Change of Zone from Single -Family Residential -10,000 square feet
(RS -10) to a Neighborhood Commercial -20,000 square feet (CN -20) zoning district for
approximately 22,500 square feet of land. The subject property is located on Manono
Street, approximately 185 feet south of its intersection with Hualani Street, Waiakea
Houselots, South Hilo, Hawaii, TMK: (3) 2-2-034:086.

3. APPLICANT: NELSON AND SUSAN FUKUHARA (AMEND REZ 843)
Application for a 5 -year time extension to comply with Condition No. 2 (Complete
Construction) of Ordinance No. 97 13, which changed the zoning of 21,164 square feet of
land from the Single -Family Residential -10,000 square foot (RS -10) zoning district to the
General Commercial -20,000 square foot (CG -20) zoning district in 1997. The subject
property is located on the southeast side of the Kino`ole Street-Kamana Street
intersection, Waiakea, South Hilo, Hawaii, TMK: (3) 2-2-023:012.
The Commission took this item up at 9:17 a.m. with 4 members of the public in attendance.

Chairman Clarkson called a recess at 9:29 a.m., and the meeting was reconvened at 9:36 a.m.
4. APPLICANT: PIILANI PARTNERS, LLC (AMEND REZ 727)
Application for a 5 -year time extension to comply with Condition C (Secure Final Plan
Approval) and Condition D (Complete Construction) of Change of Zone Ordinance
No. 92 122, which reclassified approximately 2.5712 acres from Resort -Hotel -Safety -
7,500 square feet (V -S-7.5) district to the Limited Industrial- 20,000 square feet (ML -20)
zoning district in 1992. The subject property is located at 525 Pi`ilani Street, at the
northeastern corner of the Pi`ilani Street-Mililani Street intersection, Waiakea, South
Hilo, Hawaii, TMK: (3) 2-2-033:011.
5. APPLICANT: PIILANI PARTNERS, LLC (SMA 18-000070)
Application for a Special Management Area Use Permit to develop a potable water well
and bottling facility with related improvements on a 2.5712 -acre parcel within the Special
Management Area. The subject property is located at 525 Pi`ilani Street, at the
northeastern corner of the Pi`ilani Street-Mililani Street intersection, Waiakea, South
Hilo, Hawaii, TMK: (3) 2-2-033:011.
6. APPLICANT: PIILANI PARTNERS, LLC (REVOKE SMA 334)
Request to revoke Special Management Area Use Permit No. 334, which was granted in
1992 to allow the construction of a warehouse, fish processing plant, accessory office
use, parking and related improvements on a 2.5712 -acre parcel within the Special
Management Area. The subject property is located at 525 Pi`ilani Street, at the

northeastern corner of the Pi`ilani Street-Mililani Street intersection, Waiakea, South
Hilo, Hawaii, TMK: (3) 2-2-033:011.
[Note: Item Nos. 4, 5, and 6 were consolidated into one hearing.]
The Commission took this item up at 9:36 a.m. with 4 members of the public in attendance.

Chairman Clarkson called a recess at 11:27 a.m., and the meeting was reconvened at 11:38 a.m.
This item ended at 12:02 p.m. There was brief discussion with Kamaki Rathburn, a member of
the public, to 12:06 p.m.
MINUTES — The Commission took this item up at 12:06 p.m.
Approval of Minutes of the November 7, 2018 Meeting_— It was moved by Commissioner
Raffipiy and seconded by Commissioner Ikeda, that the Minutes of November 7, 2018, be
approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners
in attendance.
ADMINISTRATIVE MATTERS
The Commission took up the following at 12:06 p.m.
Election of Officers for 2019
It was moved by Commissioner Raffipiy that Commissioner Ikeda be nominated for
Chairman of the Windward Planning Commission for the year 2019; however,
Commissioner Ikeda declined the nomination as his term on the Commission ends on
March 31, 2019.
It was moved by Commissioner Raffipiy and seconded by Commissioner Aguinaldo that
Commissioner Clarkson be nominated for Chairman of the Windward Planning
Commission for the year 2019. There were no other nominations for Chairman, and the
nomination motion was unanimously carried by a voice vote of all Commissioners in
attendance.
It was moved by Commissioner Replogle and seconded by Commissioner Aguinaldo that
Commissioner Raffipiy be nominated for Vice -Chairman of the Windward Planning
Commission for the year 2019. There were no other nominations for Vice -Chairman.
Commissioner Raffipiy accepted the nomination, and the nomination motion was
unanimously carried by a voice vote of all Commissioners in attendance.

The Commission took up the following at 12:12 p.m.
2. Discussion of recent Special Management Area (SMA) determinations, minor permits
and enforcement action issued by the Planning Director.
Mr. Darrow stated that the SMA log was distributed to the Commission and that the
entries that were highlighted in yellow were for the Leeward side, the non -highlighted
entries were for the Windward side, and the entries below the gray line on the first page
were pending applications. There were no questions or discussion by the Commission
regarding the SMA log.
ANNOUNCEMENTS — At 12:14 p.m., Director Yee thanked Commissioner Replogle for
attending the County Council meeting regarding the vacation rental bill and stated that it had
passed. Director Yee stated that the [Planning Department] rules and procedures would be
worked on next and that there would be public hearings over the next couple of months regarding
these rules.
Upon Commissioner Raffipiy's inquiry, Mr. Darrow stated that the Planning Department
Christmas party was on December 15th.
ADJOURNMENT — There being no further business, it was moved by Commissioner Replogle
and seconded by Commissioner Ikeda that the meeting be adjourned. Motion was unanimously
carried by a voice vote of all Commissioners in attendance. Chairman Clarkson adjourned the
meeting at 12:16 p.m.
