ROLL CALL Action Committee Members Present: Steve Hoffmann (Chair), Keone Emeliano (Vice), Lehua Ah Sam, Benjamin Ney, Chris Cackley, Jack Olson Action Committee Members Absent -Excused: Richard Elliott, Jeff Coakley Staff: CoH Planners: LeAna Gloor and Eric Cook Members of the public: 11 Members of the public were in attendance. ADDITIONS TO THE AGENDA: 1. Draft Environmental Assessment for Naval Special Operations Training in the State of Hawaii: Chair Hoffman made a motion to add a discussion of the Draft Environmental Assessment for Naval Special Operations Training in the State of Hawai'i to the meeting agenda. Second by Committee Member Ah Sam. The motion to add the agenda item passed with 6 votes aye, 0 votes nay. 2. Pololu Lookout Parking Proposal from John Winter of the Parks, Water, Roads Community Group: Chair Hoffmann made a motion to add Pololu Lookout Parking Proposal to the meeting agenda. Second by Committee Member Ah Sam. The motion to add Pololu Lookout Parking Proposal to the agenda passed with 6 votes aye, 0 votes nay. ANNOUNCEMENTS: 1. CDP Planner, LeAna Gloor, announced that the Mailchimp server had removed a small portion of subscribers from the list due to email server issues. She explained that affected community members would need to personally sign up again to receive email updates about the North Kohala CDP. Courtney O'Connor of Hawaiian Islands Land Trust introduced herself to the Action Committee and the audience and provided a brief introduction about the Hawaiian Islands Land Trust and their involvement in environmental and cultural conservation efforts. PUBLIC COMMENT ON AGENDA ITEMS: There was no testimony given from members of the public. APPROVAL OF MINUTES: Committee Member John Olson moved to approve the minutes of the July 16, 2018 meeting, as submitted. Second by Committee Member Benjamin Ney. The motion to approve the minutes as submitted passed with 6 votes aye, 0 votes nay. REPORTS AND OTHER PRESENTATIONS: Community Partner Group Reports: Comm. No. 2018-2S NK Community Access Group Notes 10/03/2018: Group Member, Toni Withington, provided a summary of the recent progress of the Community Access group from their October meeting. Ms. Withington reminded the Action Committee as well as the audience that the North Kohala Community Access Group meets on the first Wednesday of each month at 4:30 PM in the Old Judiciary Building in Kapa'au. 'Upolu Point Restoration: Susan Fischer of the Power, Viewplanes, and Erosion Control Community Group provided an update on the progress of the 'Upolu Point Erosion Control project that the group has been working on since 2011. The project has been successful in reducing erosion and minimizing the amount of sediment that runs off into the ocean on that site. Affordable Housing in Kohala: Jack Hoyt of the Affordable Housing Community Group provided an overview of the current focus of the Affordable Housing Group and their project goals moving forward. Mr. Hoyt shared that the group's main focus is on obtaining land in Kohala for an affordable housing project that would take the structure of a "pocket neighborhood." The group is currently looking for local landowners that are willing to sell land (no less than 7 acres) that could be used to develop a "pocket neighborhood" project. Mr. Hoyt explained the current issues that have been setbacks for affordable housing projects in Kohala are the price of the land that is available, lack of necessary potable water to expand housing, and difficulty and cost of providing proper wastewater treatment for new housing developments. He also provided an overview of an affordable housing project currently being proposed in Kohala on agriculturally zoned land near Haw-. A developer is intending this project to qualify www.hiplanningdept.com northkohala(dhawaiicounty.gov Page 2 for the State 201H affordable housing development assistance program. Report on the status of the "Welcome to North Kohala" brochure: Committee Member Ah Sam, who has been spearheading the project, reported that it is still a work in progress but that she has been developing the information to go into the brochure. She stated that she is focusing on providing tips on living in Kohala, and not just building in Kohala. More updates on the brochure to come in January 2019. 4. Review and discussion of the priority setting exercise and role of the community group liaisons: The Action Committee reviewed the results of the priority setting exercise. They discussed the need for more participation in the community groups since these groups have been the most successful avenue to accomplish actions and priorities for the Action Committee. Committee Member Ah Sam encouraged the Action Committee to more actively assist Jack Hoyt in working on the Affordable Housing Group, as affordable housing has been identified as a top priority for North Kohala. The Action Committee also discussed the need to expand potable water in North Kohala as another top priority to focus on. Chair Hoffmann stated that he would further discuss the role of the community group liaisons with each of them offline. 5. Comm. No. 2018-26 NK CDP AC 2019 Meeting Schedule: The Action Committee reviewed the proposed 2019 meeting schedule. There were not any objections or conflicts with the proposed schedule. Committee Member Ah Sam made a motion to adopt the 2019 Action Committee Meeting Schedule. Second by Committee Member Ney. The motion to adopt the 2019 meeting schedule passed with 6 votes aye, 0 votes nay. 6. Draft Environmental Assessment for Naval Special Operations Training in the State of Hawai'i: Community Member, John Winter, encouraged the Action Committee (representing themselves and not the Action Committee) as well as the public, to submit comments to the Department of Land and Natural Resources regarding the draft environmental assessment for Naval Special Operations Training in the State of Hawai'i. Pololu Lookout Parking Proposal from John Winter: John Winter of the Parks, Water, and Roads Community Group presented a draft proposal for new parking at the Pololu Valley lookout.
