RE: Transmitting CA -11; Proposed Amendment to Section 6-7.2; Qualifications for
the Planning Director; as submitted by Commissioner Rice
Please find attached CA -11, which proposes an amendment to Section 6-7.2 by adding a
requirement that the Planning Director have experience in Hawai`i land use laws prior to
appointment.
CA -11 will be placed on the next regularly scheduled meeting agenda for its initial
consideration and approval prior to first reading.

3. Provide a brief description of the purpose of the proposed charter amendment; include.
a description of the issue the proposal would address:
Proposed: Add "experience in Hawaii land use laws".
Experience in Hawaii land use laws would ensure the Planning Director
would have the knowledge needed to make decisions based on a foundation
of Hawaii land laws.
4. If the proposal is based on a provision(s) in the charter or law of another jurisdiction,
name the jurisdiction and, if possible, attach a copy of the relevant provision(s).
5. If the proposal is based on any written materials you have, please attach a copy with a
citation to its source.

"(a) The planning director shall be appointed by the mayor, confirmed by the council and may
be removed by the mayor. The planning director shall have [had --a]_
f1) A minimum of five years of training and experience in a responsible planning
position, or a degree in planning, engineering, architecture, geography, or another
planning -related field [and thred
(2) Three years of experience in a responsible planning position[. No], of which no
less than three years of experience shall have been in an administrative
capacity[-]; and
f3) Experience in Hawai`i land use laws."
