ROLL CALL Action Committee Members Present: Larry Brown (Chair), Michael Bernard, Frances Brewer, Dan Domizio, Brent Norris, Susan Osborne, Yumi Kawano Action Committee Members Absent -Excused: Leila Kealoha, Mark Hinshaw Staff: CoH Planners - Keiko Mercado and Eric Cook. Also in attendance — Diane Ley, Director of Research & Development (R&D); Ron Whitmore, Deputy Director of R&D; Bob Agres, Manager for Disaster Recovery Community Engagement & Collaboration. Members of the public: 27 ADDITIONS TO THE AGENDA: NONE ANNOUNCEMENTS: NONE PUBLIC COMMENT ON AGENDA ITEMS: NONE APPROVAL OF MINUTES: Committee Member Susan Osborne moved to approve the minutes of the August 13, 2018, meeting as submitted. Second by Committee Member Michael Bernard. The motion to approve the minutes as submitted passed with 7 votes aye, 0 votes nay. BUSINESS: [Please note that business items were taken out of order to accommodate presenters' schedules] 1. Communication No. 2018-13, Proposed Action Committee Meeting Schedule: [Listed on the agenda as item 3] The Puna CDP Action Committee reviewed and discussed the proposed 2019 meeting schedule. Committee Member Kawano proposed that the Action Committee adopt a monthly meeting schedule. Ms. Mercado encouraged the AC to consider that the Recovery Hawai `i County is an Equal Opportunity Provider and Employer Page I Process may help to clarify whether or not monthly meetings would be the most productive way for the Action Committee to continue implementing the Puna CDP. Committee Member Norris made a motion to table the discussion of the 2019 meeting schedule until later in the meeting. Second by Committee Member Osborne. The motion to table the discussion of the 2019 meeting schedule passed with 7 votes aye, 0 votes nay. This item was revisited later in the meeting and discussed at length by AC members. Committee Member Kawano moved to request monthly CDP meetings. Second by Committee Member Norris. The motion failed to pass with 1 vote aye and 6 votes nay. With the failure of the motion for monthly meetings, the Action Committee determined that the original bi-monthly 2019 meeting schedule was to be followed. HWY 130 Improvement Project: Natasha Soriano of the State Department of Transportation Highways Division provided a presentation outlining the HWY 130 improvement project. Ms. Soriano explained that the State DOT Highways Division does not have the funding for a 4 -lane widening of HWY 130 at this time, but that the department is beginning implementation of interim safety and operations improvements to HWY 130. She also announced that the public may submit comments on the HWY 130 improvement project to Donald Smith, Hawaii District Engineer, at Donald. Update on Kilauea Eruption Recovery Process: Bob Agres, Manager for Disaster Recovery Community Engagement and Collaboration, gave a presentation on the Disaster Recovery Process and its relationship to the Puna CDP goals and objectives. Mr. Agres outlined the roles and responsibilities of the Puna CDP Action Committee in relation to the recovery process and discussed the intended outcomes of the stages of the recovery process. Election of Chair and Vice Chair: Committee Member Osborne nominated Chair Brown to serve another year as PCDP Action Committee Chair, second by Committee Member Norris. www.hiplanningdept.com puna(&,hawaiicounty.,-ov Page 2 Choir Brown nominated Committee Member Hinshaw for the positon of PCDP Action Committee Choir, second by Committee Member Domizio. Committee Member Osborne nominated Committee Member Fronny Brewer for the position of PCDP Action Committee Vice Choir, second by Choir Brown. The vote to elect Mork Hinshaw as the PCDP Action Committee Chair failed with 3 votes aye and 4 votes nay. The vote to elect Lorry Brown as the PCDP Action Committee Choir passed with 4 votes aye and 3 votes nay. The vote to elect Fronny Brewer as the PCDP Action Committee Vice Choir passed with 6 votes aye and 0 votes nay. Larry Brown will continue serving as the PCDP AC Chair and Franny Brewer will now serve as the Vice Chair of the PCDP AC during the 2019 calendar year. AGENDA FOR NEXT MEETING: (January 8, 2019) 1. Continued update on eruption recovery efforts. 2. Increase awareness of and participation in Puna CPD AC meetings 3.
