V. New Business (for discussion and appropriate action)
For informational purposes, Charter Commission Member Kevin Hopkins submitted
a proposed amendment to Section 13-28 (Compensation) to provide that prior to
taking effect, any salary adjustment approved by the Salary Commission be
approved by the County Council and Mayor without modification (reference Charter
Commission's Comm. No. 25/CA-10). At its reconvened meeting held on
January 11, 2019, the Charter Commission voted against the proposed amendment
(5 -ayes; 6 -noes).

VL Unfinished Business (for discussion and appropriate action)
1. Review of existing compensation plan to include discussion and consideration on
proposals for adjustments to future salaries of executives and elected officials
beginning July 1, 2019. Discussion may include:
A. Salary Commission's Plan regarding a schedule concerning future salary
adjustments (increases, decreases, or no change) prepared by former Chair
Hugh Ono, introduced at the Salary Commission meeting held on
September 17 and postponed to October 9, 2018. This Plan was amended and
approved by the Salary Commission at its meeting held on November 27,
2018.
The objective of the Plan is to secure the best available information toward
considering and deciding on possible future salary adjustments by consulting
and inviting the various County departments and board/commission
representatives, including input and available information by the Department
of Human Resources.
B. Suggested salary adjustments as recommended by the Department of
Human Resources.
Postponed: October 9 and November 27, 2018
2. Update concerning the Rules of the Salary Commission by Deputy
Corporation Counsel Amy Self (may include revisions to the Rules).
i. Recommendation from the Director of Human Resources to
postpone rule amendments until after the November 6, 2018 election.
ii. Revisions proposed by Commissioners as submitted by
November 16, 2018.
iii. Discussion of above revisions under item ii.
iv. Salary Commission rules from other Hawaii State Counties.
Postponed: September 17, October 9, and November 27, 2018
Note: If the proposed revisions/amendments to the Rules are approved by the
Salary Commission, a public hearing will be scheduled and notice given
pursuant to §91-3, Hawaii Revised Statutes.

The Salary Commission anticipates convening one or more executive meetings
regarding the above matters listed on the agenda, pursuant to HRS Sections 92-4 and
92-5(a)(4), for the purpose of consulting with the Board's attorney on questions and
issues pertaining to the Board's powers, duties, privileges, immunities, and liabilities.
A 2/3 vote pursuant to HRS Section 92-4 is necessary to hold an executive meeting.

month or $275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public
