Subject: Testimony in Opposition to Proposed Amendment to Section 6-7.2;
Qualifications for the Planning Director; as Submitted by Commissioner Rice
I am opposed to Proposal No. CA -11, for the following reasons:
• No similar requirement for other Directors.
• Hawai'i land use experience should be a "preferred qualification" as opposed to a
"minimum qualification."
• Restricting applicant pool.
• The qualifications for the Planning Director is one of the most extensive in the Charter.
If the Mayor felt like a person could fulfill all the requirements as described, there is no
reason to add a requirement of Hawai'i land use experience.
