❖ Pololu Lookout
o There will be a community meeting regarding the improvements for the Pololu lookout
area.
• It will be on November 14, 2018 at 5:00pm in the Kohala High School cafeteria.
• Staff from DLNR, Na Alahele, Department of Transportation, Surety, Police, &
legislators.
•'• Akoakoa Point
♦ o Kamehameha Schools is asking for community input on restoring this area.
❖ Niulii

❖ Hapu'u — Kapanaia
o Legacy Land commissioners will visit Kapanaia November 9th as a site visit in
preparation for consideration of matching State funding for public purchase.
•'• Halelua
♦ o The County Council accepted the GOE for a public access trail in this area from Hapu'u
to Kauhola Point.
•'• Pahoa Beach
♦ o NSTR.
❖ Upolu Airport East
o NSTR.
❖ Upolu Airport Restoration
o Kohala Lihikai will be working on erosion control and planting native plants and one
hight school student has stepped up and they are looking for other students to do their
senior projects.

♦ o The county planning department has extended the deadline for a public access plan, but
no date was set.

❖ Lamalaloa - South of Lapakahi
o NSTR.
❖ Kaiholena/Pao`o
o Malama Kohala Kahakai, in partnership with Kohala Lihikai, has received a
maintenance grant from PONC for three projects at both Kaiholena and Pao'o.
• Kohala Lihikai will be working on this project to do wildfire mitigation. Other
projects will include student participation in user surveys & archaeological
preservation
• Ala Kahakai Trail Association and Debbie Chang will be working with both
groups and North Kohala Community Action Group for the South Kaiholena
area.

❖ Kohala Shoreline LLC.
o NSTR-Will be taken off the agenda.
❖ Kohala Kai
o NSTR.
❖ Kohala Waterfront
o The surveyor did a shoreline certification survey on one of the lots.
• Ala Kahakai NPS will work with the landowner and other stakeholders on the
trail alignment for another lot that includes a difficult gulch.
❖ Rails to Trails
o A draft report with full documents & maps should be available in December.
• The study being conducted is starting from Mahukona back toward the east.
• This report will help in getting the state to do an abstract title search.
• This railroad may fall under the 1892 railroad or government roads right of way
act.
• Part of the research will be to reach out to stakeholders & landowners along the
railroad & Pratt road.
o Toni will try to get Meredith Speicher on the agenda of the CDP action committee
meeting in January.
o Meredith will be at our February meeting to give an update.

❖ Pololu Lookout
o There was a well publicized community meeting on November 14th regarding the
improvements for the Pololu lookout area including government agencies, stakeholders,
& the landowners.
The DLNR stated that there is no space for a restroom on their current lands.
A suggestion of 5 acres on the mauka side of the road for parking lot was
discussed and agreed to, but the initial improvements should only accommodate
the needed parking.
• Surety and DLNR will find out how many parcels are on the Pololu
Valley floor & their lands on the top to be considered for consolidation
& re -subdivision.
a The lot for the parking lot would be created by that County
action.
o The stakeholders present came to a consensus to proceed this
way.
• The state department of Transportation did not attend this meeting.
• The Parks, Water, Roads Group of the North Kohala Community Development
Plan action committee have written a letter to the state DOT, DLNR & county
planning and police departments, as well as all our representatives, supporting
funding for a proposed parking lot & restroom facility for Pololu lookout.
•'• Akoakoa Point
♦ o Momi Wheeeler of Kamehameha Schools will be getting in touch with local residents
on the history of Akoakoa Point.
❖ Niulii

❖ Hapu'u — Kapanaia
o The County of Hawaii applied to Legacy Land for matching funds to make the public
purchase of Kapanaia area.
• The State Legacy Land Conservation Commission will meet on December 10th
& 11th to decide on grant applications.
o Hapu'u area has been mowed on the mauka acreages up to the conservation boundary.
•'• Halelua
♦ o The trail is marked but not open.
• It needs clearing & may need the community for help.
• This trail goes thru a parcel that is on the market for sale.
•'• Pahoa Beach
♦ o NSTR.
❖ Upolu Airport East
o Kuleana Spirits, a rum producing company is applying for a SMA for a tasting facility.
❖ Upolu Airport Restoration
o Kohala Lihikai is working with a KHS Senior for their senior project on erosion control.

access.

o The landowners will propose an EA and will be taking public comments.
• Greg Moores, representing the owner, said they will reduce the proposal to 6
parcels of approximately 5 acres.
• They will propose no development below the Alaloa trail.
• The roadways will be minimized.
• Moores said the owner is a good guy and wants to work with the community.
❖ Kohala Kai
o The Ala Kahakai NPS's land division in the reginal office is working on the
conservation easement.
❖ Kohala Waterfront
a The owners of Lot 25 have a problem with the access trail that squeezes the buildable
size of their lot.
• They asked to move the approved trail closer to a steep gulch in order to provide
a buffer between the proposed house and the trail.
• Representatives of Access Group, Ala Kahakai, Na Ala Hele and the Planning
Department inspected the existing and proposed trails with the owner.
• The county planning department will decide on the trail alignment and consult
with us.
❖ Rails to Trails
o The Rails to Trail draft being done by Meridith is on schedule to February update.
o She will also be making a report to the Action Committee on Jan. 28th.
