NOTICE OF PUBLIC MEETING
NORTH KOHALA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE
NOTICE IS HEREBY GIVEN of the following matters to be considered by the North Kohala Action
Committee in accordance with the provisions of Section 92-7, Hawai'i Revised Statutes.

ADDITIONS TO THE AGENDA: (Note that any Approval of Addendum and/or Supplemental Agenda
requires six votes, and must comply with Howai'i Revised Statutes § 92-7(d))
ANNOUNCEMENTS
PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items on
the agenda. To be recognized, please fill out a yellow request form and submit it to Planning
Department Staff or the Action Committee Chairperson prior to the Public Comment portion of the
meeting. Comments should be limited to three (3) minutes in length per agenda item, subject to the
discretion of the Chair of the CDP Action Committee.
APPROVAL OF THE MINUTES: The Action Committee will consider the draft minutes of the November
19, 2018 meeting.
REPORTS and OTHER PRESENTATIONS
1. Communication No. 2019-01 NK Community Access Group Notes 11/7/18 & 12/5/18: A member of
the Community Access Group will provide an update on the recent activities and progress of the
group from their 11/7/18 & 12/5/18 meetings.

2. Power, View Planes, Erosion Control Group: A member of the Power View Planes and Erosion
Control Group will provide an update on the recent activities and progress of the group.
3. Communication No. 2019-02 Parks, Water, & Roads Group Report for 12/18 & 1/19: A member of
the Parks, Water, and Roads Group will provide an update on the recent activities and progress of
the group including an update on the Pratt Road emergency bypass.

4. Affordable Housing Group: A member of the Affordable Housing Group will provide an update on
the recent activities and progress of the group. A member of the group will lead a discussion on a
possible affordable housing fair or event as well.

S. Growth Management Group: A member of the Growth Management Group will provide an update
on the recent activities and progress of the group.
BUSINESS:
1. Presentation from Richard'Likeke' Teanio of Queen Lili'uokalani Trust: Likeke Tea nio will
present on the potential new expansion of Queen Lili'uokalani Trust services in North Kohala
communities.
Presentation from Meredith Specier of the Rivers, Trails, and Conservation Assistance Program:
Meredith Specier from the Rivers, Trails, and Conservation Assistance Program will give a
presentation on the efforts to study the Mahukona to Niuli'i Railroad for the possible
conversion to a trail.
Report on the status of the'Welcome to North Kohala' brochure: Committee Member Ah Sam
will lead a discussion on the current working status of the brochure, and what action is
needed to move the project forward.
4. Update on the Pololu lookout improvements project: Committee Member Jeff Coakley will
provide an update on the current status of the Pololu lookout improvements project. The
Action Committee will discuss the project and may take action to request an Action
Committee letter be sent through the Planning Department to the State Legislators in support
of the State CIP project for Pololu.
MEETING & ASSIGNMENT RECAP: Review of committee decisions and member assignments.
AGENDA FOR NEXT MEETING: Agenda item suggestions from the Action Committee and Planning
Staff for the March 18, 2019 AC meeting.
Note: The Action Committee will elect the Chair/Vice Chair at the March 18th meeting.

NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard
on the above items. According to the Operating Guidelines of the Community Development Plan Action Committee,
a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is
her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an
original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning
Department at least one week prior to the meeting date to allow for mailing and thorough Committee review.
Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access
this meeting please contact the Planning Department at (808) 961-8288 as soon as possible, but no later than five
working days prior to the meeting date, to arrange for accommodations. "Other reasonable modification" refers to
communication methods or devices for people with disabilities who are mentally and/or physically challenged.
If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article
15, Section 2-91.3(b), Hawaii County Code). A lobbyist means, any individual engaged for pay or other consideration
who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to
influence legislative or administrative action by communicating or urging others to communicate with public
officials." (Article 15, Section 2-91.3(a)(6), Hawai'i County Code). Registration forms and expenditure report
documents are available at the Office of the County Clerk -Council, 25 Aupuni Street, Hilo, Hawai'i 96720.
